Healthcare Employment, Access, and Rural Transformation (WIG: HEART) grant program. Position Summary

This position will serve as the Grant Financial Manager for the WIG: HEART program and the liaison between the Division and the DWD Finance areas. It will be responsible for research and analysis of Federal payment and reimbursement systems and then creation of financial instructions that comply with and integrate Federal and State financial processes, revising these instructions as needed. This position will also make recommendations to update policy, generate specialized reports, and develop and provide training/guidance related to the financial aspects of the HEART program.

The position provides professional financial expertise to a variety of audiences in budget monitoring, financial reporting, reconciliation of reimbursements, eligibility for disbursement of funds, and fiscal analysis. The position will provide information to management on financial planning, internal controls, and compliance with federal and state funding requirements. Work is performed with a high degree of independence and requires interpretation of complex state and federal financial policies and procedures.

This position will require an advanced knowledge of state and federal statutes including the Uniform Guidance and regulations, as well as knowledge of state and federal policies and procedures related to the financial program. Consequences of improper payments or reimbursements or other financial irregularities include, but are not limited to, fraud, litigation, repayment of funds by DWD or other grantees.

The classification title for this position is Financial Specialist
- Advanced (schedule 02, range 15). This position is not represented in a collective bargaining unit and is considered non-exempt under the Fair Labor Standards Act.

Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

Travel:Occasional statewide travel including overnight stays may be required.

Project Position Details:Wisconsin residency is required to be eligible for a project position. Project positions are temporary positions that provide benefits (including health insurance), but do not provide rights to a permanent civil service position, and do not lead to permanent status in class. Individuals appointed to a project position are not placed on a probationary period. This project position is expected to last until July 2030.

Remote work: Employees with approved remote and hybrid-remote work arrangements are generally expected to work within the state of Wisconsin.
