The Department of Economic Security, Division of Financial Operations Financial Services Administration (DFO-FSA) is seeking an experienced and highly motivated individual to join our team as a Senior Managing Analyst. Working with minimal guidance from the Business and Finance Manager, the Senior Managing Analyst (Financial Analyst
3) provides financial expertise to Department and programmatic management, and federal and other grantors on federal regulations, federal reports, financial forecasts, and programmatic trends for assigned programs. Key responsibilities include supervising staff, reviewing work prepared by the financial support team to ensure accuracy and timeliness of deliverables, and completion of high-level analyses as required.
The Senior Managing Analyst identifies fiscal issues that could have a potential negative impact on the Department; partners with customers to develop and implement resolutions to current and future problems; provides comprehensive financial expertise to DES management and to external partners, such as the Governor's Office of Strategic Planning and Budgeting (OSPB) and the Joint Legislative Budget Committee (JLBC); tracks and monitors expenditures for compliance with all federal and state rules, regulations, and policies and interprets grant terms and conditions;

and coordinates fiscal matters across Divisions to prepare and submit the Department's formal annual budget request.
Additionally, this position supervises a financial support team responsible for all forecasting, analysis, federal reporting, and fiscal monitoring of assigned program(s), which may include preparing various fiscal and operating reports, such as detailed analysis of financial outlooks, spending trends, staffing levels and other comprehensive analyses; identifying, researching, and analyzing possible impacts of proposed legislation and funding modifications; preparing formal bill analyses and cost benefit and break-even analyses;

and identifying available funding, reviewing funding patterns for appropriateness and efficiency, and coordinating the establishment of funding mechanisms.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.
