Position: Legislative Liaison Manager (Court Executive 2A)

Salary

The salary range for this position is $99,370.93 to $. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.

The Judiciary offers a strong opportunity for growth. The New Jersey Judiciary is seeking an individual with strong communication, organizational and advocacy skills, as well as sound judgment, to work as a Legislative Liaison for the Administrative Office of the Courts (AOC), under the general supervision of the Court Executive 4, Director of the Office of Professional and Governmental Services. The selected candidate will represent the Judiciary in discussions and negotiations with the Executive and Legislative branches on legislation and budget and policy issues.

REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Example of Duties

Regular and predictable physical presence at the worksite is an essential function of this position.

  • Track and analyze legislation affecting the Judiciary; distribute legislation to impacted Judiciary staff for comment; draft legislation and amendments as appropriate
  • Consult and work with judges and Judiciary staff to develop the Judiciary’s official legislative agenda and position on bills
  • Attend Legislative committee meetings; testify on relevant bills; advocate on behalf of the Judiciary in all matters related to legislation
  • Communicate with Legislators, legislative staff, the Governor’s Office and other interested parties on bills and policy issues, and recommend and advocate for amendments to legislation or other actions where appropriate
  • Keep up-to-date on all legislative and political matters that could impact the Judiciary and regularly advise the Administrative Director of the Courts and the Director of the Office of Professional and Governmental Services accordingly
  • Assign and analyze requests by the Office of Management and Budget (OMB) on the fiscal impact of legislation
  • Conduct research and writing on legislative and policy matters
  • Draft and distribute memos to judges and staff on new laws affecting the Judiciary
Qualifications

Graduation from an accredited college or university with a bachelor’s degree and five years of professional administrative and/or program management experience; three of which shall have included responsibility for program development and/or implementation and the achievement of program goals.
