The Position

The Office of State Inspector General (OSIG), Bureau of Fraud Prevention and Prosecution is on the lookout for a Deputy State Inspector General. This position gives you the opportunity to lead a criminal law enforcement agency and develop, plan, manage, direct, and coordinate the benefit fraud detection, investigation, prosecution, as well as the recovery and control programs of the OSIG. Our statewide department of 82 Agents strives to deter, detect, prevent, and eradicate fraud, waste, misconduct, and abuse in programs, operations, and contracting of executive agencies.

Description of Work

As a Deputy State Inspector General, you will be responsible for directing staff engaged in investigations and the prosecution of bad actors who commit fraud. Work involves reviewing, analyzing, and applying federal and state laws, legislation, and regulations with emphasis on welfare benefit programs for income maintenance, medical assistance, and food stamps. You will have the opportunity to collaborate with federal, state, and local agencies to facilitate criminal prosecution of those engaged in fraudulent activities or to provide civil or administrative penalties.

Additional responsibilities include:

  • Monitoring, reviewing, and conducting evaluations to determine the effectiveness of ongoing fraud detection and control program operations
  • Leading efforts to combat card skimming and benefits trafficking
  • Leading continued implementation of best practices in law enforcement procedure
  • Determining training and staff development needs for regional and headquarters staff
  • Preparing daily, weekly, monthly, and annual administrative and statistical reports
  • Developing investigative procedures, internal processes, and investigative reporting formats
  • Evaluating pilot programs to detect practices conducive to fraudulent activity in benefit programs
  • Educating the public regarding benefit control, deterrence, as well as prosecution and recovery programs

Work Schedule and Additional Information
  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework:
    You may have the opportunity to work from home (telework) part-time. You will be required to work in-office 3 days per week with no more than 2 days telework per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

    The ability to telework is subject to change at any time. Additional details may be provided during the interview.

Qualifications Required Experience, Training & Eligibility Minimum Experience and Training Requirements
  • Eight years of experience in criminal investigative work, which included the review and presentation of records and documents in the prosecution of individuals and four years in an administrative, managerial or supervisory capacity, and a bachelor's degree in Criminal Justice, Criminology, Pre-Law, Police Sciences or a related field; or
  • Such training as may have been gained through graduation from a four-year college or university; or
  • Any equivalent combination of experience and training.

  • You must have solid written and verbal communication skills.
  • You must have the ability to multi-task.
  • You must have experience handling and/or maintaining confidential information.
  • You must have experience in criminal investigations and law enforcement work.
  • You must have experience in the criminal prosecutorial process.
  • You must have experience using criminal justice databases or systems including JNET, NCIC and CLEAR.
  • You must have experience in interviewing and interrogation techniques.
  • You must have experience in search warrant and subpoena processes.
  • You must have experience reviewing and interpreting laws, policies and regulations.
  • You must have strong critical thinking and problem-solving abilities.
  • You must have experience in supervision.
  • You must be able to perform essential job functions.

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment.
