Division of Homeland Security and Emergency Management

The Division of Homeland Security and Emergency Management (DHSEM) coordinates statewide emergency management and homeland security programs. It works with local, tribal, state, federal, and private partners to protect Colorado’s infrastructure and people.

Infrastructure Protection Analyst

Role Overview

The Infrastructure Protection Analyst is a critical‑infrastructure specialist within the Colorado Information Analysis Center (CIAC). The role provides advanced data management, GIS operations, and real‑time analytics support that enhances the state’s situational awareness and critical infrastructure resilience before, during, and after disasters or major incidents.

Responsibilities
  • Conduct physical security site assessments of Colorado’s critical infrastructure; support the CIAC Whole‑of‑State Critical Infrastructure Program by gathering and analyzing data, developing reports, and disseminating information to partners.
  • Use the Critical Infrastructure Reporting Tool (CIRT), ESRI ArcGIS, and related systems to identify vulnerabilities, interdependencies, and potential cascading effects across lifeline sectors (energy, water, transportation, communications, etc.).
  • Integrate real‑time analytics (e.g., Dataminr alerts) to enhance situational awareness and inform CIAC intelligence products.
  • Prepare maps, dashboards, and assessments that directly support leadership decision‑making within the Whole‑of‑State Critical Infrastructure Program.
  • Collaborate with private, local, state, tribal, and federal partners to strengthen data‑sharing relationships and ensure alignment with the Whole‑of‑State Critical Infrastructure Protection Program and legislative expectations.
  • Provide daily and emergency GIS support to the CIAC Watch Center, Leadership, and the State Emergency Operations Center (SEOC) as needed.
  • Develop visualizations and predictive models; communicate findings that directly enhance Colorado’s Common Operating Picture and statewide readiness.
  • Serve as the CIAC on‑call person when assigned; handle developing critical incidents, receive tips and leads related to terrorism, and provide immediate information to partner agencies.
  • Co‑ordinate with the CIAC Watch Center analysts, state and local emergency management, and federal partners to assess cascading effects and support situational awareness during incidents.
  • Develop after‑action intelligence summaries and support activation of the SEOC during exercises or events in accordance with incident command system guidelines.
  • Support other CDPS divisions and intergovernmental partners as resources allow.
Work Environment
  • The standard work schedule is Monday through Friday from 8:00 a.m. to 5:00 p.m., with some flexibility negotiable.
  • A hybrid work model is utilized, requiring in‑office attendance on Monday, Tuesday, and Wednesday; remote work may be available on Friday.
  • During State Emergency Operations Center (SEOC) activations, the incumbent may be required to report to the SEOC during non‑standard hours, including nights, weekends, and/or holidays.
Minimum Qualifications (Education and Experience)
  • Three (3) years of professional GIS experience providing support and collaborating with partners in geospatial software information. Experience in complex criminal cases, disaster operations, fusion center environments, or with local, state, and federal partners is preferred.
