Energy Facility Siting DivisionThe Energy Facility Siting Division implements the policy established in ORS 469.310 to balance the importance of large‑scale energy generation, transmission, and storage facilities against their potential impacts on the built and natural environments and other important state resources. The siting of these facilities is conducted through interdisciplinary analysis of the environmental, regulatory, and technical aspects of proposed energy facilities in an open and inclusive public process to ensure compliance with Oregon’s siting standards.
WhatYou Will Be Doing
- Review site certificate applications and site certificate amendment requests and make recommendations on compliance with Oregon’s energy facility siting rules and regulations to the Energy Facility Siting Council.
- Prepare findings and conclusions that meet legal and regulatory standards, ensuring completeness, accuracy, and alignment with siting rules and standards.
- Support the development of policies, rules, and procedures in alignment with organizational or regulatory goals.
- Analyze legislative impacts and provide recommendations for policy modification, including development of new rules when necessary.
- Represent the department at public meetings as a technical expert and present complex technical data clearly and effectively to diverse audiences.
- Hybrid remote work schedule; first Tuesday of every month and scheduled in‑person meetings at 550 Capitol St., NE, Salem, Oregon.
- Travel within the state of Oregon required for meetings.

- Bachelor’s degree in a scientific, engineering, planning, public policy, or closely related field and four years of professional‑level work experience in science, engineering, environmental impact analysis, energy regulation, regulatory permitting, planning, or public policy analysis; or seven years of work experience with four at the professional level.
- Master’s degree in a relevant field substitutes for one year of professional‑level experience.
- Doctorate or Juris Doctor substitutes for two years of professional‑level experience.
- Experience in reviewing, evaluating, and analyzing technical documents such as application materials, environmental studies, and regulatory compliance reports.
- Proficiency in preparing findings and conclusions that meet legal and regulatory standards.
- Background in supporting development of policies, rules, and procedures in alignment with organizational or regulatory goals.
- Experience analyzing legislative impacts and providing recommendations for policy modification, including development of new rules as needed.
- Proven ability to represent an organization at public meetings as a technical expert, and skill in presenting complex technical data clearly and effectively to diverse audiences.
- Preferred: experience with energy facility siting rules and regulatory standards.
