The Division of Enterprise Operations (DEO) administers enterprise policies governing procurement, risk management, and continuity of operations planning; provides services to DOA and other agencies in the areas of financial management, procurement, risk management, continuity of operations planning, and the State Prosecutors Program; and facilitates opportunities for diverse businesses to sell goods and services to state agencies.

Position SummaryUnder the general supervision of the Budget and Policy Manager (Director) of the Bureau of Financial Management (BFM), this advanced level professional section chief position is responsible for overseeing the work of budget and policy analyst-advanced positions and the development and ongoing management and monitoring of biennial budgets, grant budgets, and annual operating budgets for the Department of Administration (DOA) and agencies administratively attached to DOA including:
- Department of Tourism
- Kickapoo Reserve Management Board
- Labor and Industry Review Commission
- Board on Aging and Long-Term Care
- Board for People with Developmental Disabilities
- District Attorneys
- Governor's Office
- Lieutenant Governor's Office
- Office of the Secretary of State
- Office of the State Treasurer
Responsibilities include development of budget guidelines; identification and study of issues of key importance; analysis of budget requests and development of alternative proposals; preparation of the budget proposals; and the review and preparation of statutory language necessary to implement the budget proposals. The position will act as a liaison with the State Budget Office and the Legislative Fiscal Bureau and will make presentations to the Secretary and other executive leadership.
This position is responsible for the monitoring of programs, operations, and organizations including identifying the key issues and activities to be monitored and developing data sources, methodologies, and analyses on the status of those activities. This position will coordinate expenditure and revenue reporting activities with BFM’s Accounting Section to ensure compliance with budgetary management and reporting requirements. Finally, this position will review legislative proposals/bills, proposed position redeployments, and develop cost recovery methodologies for program revenue operations.
- This classification is assigned to pay schedule/range 81-02. Starting salary will be between $44.86 per hour and $54.48 per hour ($93,308.80 and $ annually) depending on qualifications, plus excellent benefits.
- In addition, up to $1.00 per hour CPA add‑on may be available for this classification depending on qualifications.
- A 2‑year Career Executive trial period may be required.
- Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
