The Position

The Bureau Initiative and Program Specialist (Administrative Officer
2) with the Department of Military and Veterans Affairs plays an important role in helping programs operate smoothly and effectively. This position performs advanced analytical and evaluative work in support of the Bureau of Agency Initiatives and Service Member Programs, serving as a key analytical resource to the Bureau Director and Division Chiefs. Description of Work

This position supports bureau operations by providing advanced analysis, system administration, and process improvement that strengthen program performance. The role ensures that data, workflows, and technology tools work together to support agency goals. As a Bureau Initiative and Program Specialist, you will perform the following duties:

  • Program Analysis:
    Evaluate program data from multiple sources to identify trends, risks, and performance needs across bureau programs
  • SharePoint Management:
    Oversee SharePoint structures, permissions, and governance to maintain an organized and compliant information environment
  • Workflow Automation:
    Develop automated workflows and integrated reporting solutions that improve efficiency and reduce manual processes
  • Fiscal Review:
    Examine financial data to track expenditures, forecast needs, and recommend resource adjustments
  • Compliance Support:
    Apply regulatory requirements to program processes and recommend actions to reduce compliance risks
  • Staff Training:
    Provide training and guidance to staff on data systems, dashboards, and technology tools

Work Schedule and Additional Information
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
  • Telework:
    You may have the opportunity to work from home (telework) part‑time, five days out of ten days in a pay period. In order to telework, you must have a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Annville.

    The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary:

Required Experience, Training & Eligibility Qualifications Minimum Experience and Training Requirements
  • One year as an Administrative Officer 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and a bachelor's degree; or
  • Any equivalent combination of experience and training.
Additional Requirements
  • You must possess a valid federal or state‑issued photo  pass a favorable NCIC screening for admittance to Fort Indiantown Gap.
  • You must be able to perform essential job functions.
Preferred Qualifications (not required)
  • Experience with integrating and analyzing data from multiple enterprise systems
  • Experience with Microsoft applications such as SharePoint, Power Automate, and Power BI
  • Experience Identifying and assessing program and compliance risks through data analysis and preparing findings and recommendations for bureau leadership
  • Experience with Knowledge Management and/or LEAN principals
