Position OverviewOregon’s Legislative Policy and Research Office (LPRO) seeks a policy professional with a focus on criminal law to support the Judiciary Committees. The candidate will provide non‑partisan, objective research and policy support to legislators, stakeholders, and the public.
Responsibilities- Provide written and oral information on proposed legislation, policy options, and policy interpretations.
- Assist in the development of legislation in coordination with agencies, government branches, stakeholder groups, and legislators.
- Draft policy briefs and other communications.
- Collaborate with committee chairs to prepare work plans, meeting agendas, and provide legislative process advice.
- Staff task forces or working groups as needed.
- Respond to research requests from legislators and other stakeholders.
- Deep knowledge or strong interest in criminal law and procedure.
- Juris Doctorate (JD) and experience practicing criminal law as a licensed Oregon attorney.
- Experience analyzing or applying criminal law in Oregon, including interpreting state and federal statutes, regulations, and policies.
- Understanding of Oregon’s governance structure.
- Demonstrated ability to provide non‑partisan services in a political environment, prioritize competing demands, meet deadlines, communicate effectively, maintain attention to detail, and exercise discretion.
- Ability to identify areas of consensus and disagreement among legislators and stakeholders, understand the political context of policy discussions, and collaborate with LPRO team members and other non‑partisan offices.
- Active membership in good standing with the Oregon State Bar.
- Minimum five years of post‑law school experience in criminal law practice or public policy.
- Experience or interest in firearms, domestic violence, sexual assault, and public defense topics.
- Facilitation of meetings, legislative analysis, creative solution development, and clear oral and written communication.
- Experience in non‑partisan policy research, evaluating external research for bias and accuracy, and familiarity with parliamentary procedure and legislative rules.
- Graduate degree in Public Policy, Public Administration, Law, or related field.
- Seven years of experience in researching, analyzing, interpreting, developing, or administering public policy (or an equivalent combination of education and experience). One additional degree may substitute for one year of experience.

Hybrid work with in‑person sessions during legislative periods and remote work otherwise. Remote employees must have stable high‑speed internet and be willing to report to the Capitol building on short notice.
