Human Relations Representative 1

This role focuses on investigating and resolving discrimination complaints to support fair treatment in employment and public accommodations. The position helps advance the mission of the Pennsylvania Human Relations Commission by ensuring that all parties understand their rights and responsibilities. As a Human Relations Representative 1, you will perform the following duties:
- Case Investigation: Investigate discrimination complaints by gathering facts, reviewing documents, and interviewing involved parties
- Legal Knowledge: Apply state and federal anti discrimination laws to determine jurisdiction and guide investigative steps
- Conference Facilitation: Lead Fact Finding Conferences to explore issues, clarify disagreements, and work toward possible settlement
- Record Management: Document all case activities in the Case Management System and track deadlines and required actions
- Settlement Support: Assist parties by communicating proposals, drafting agreements, and ensuring required documents are completed
- Case Preparation: Draft findings, prepare case summaries, and support legal review when cases move forward

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to two days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Philadelphia. The ability to telework is subject to change at any time.

Minimum Experience and Training Requirements:
- One year as a Human Relations Representative Trainee (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- One year of professional administrative investigative, criminal investigative, regulatory investigative, civil rights, or human rights experience involving gathering evidence, interviewing, and reporting investigative findings; and a bachelor's degree that includes 12 credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field; or
- An equivalent combination of training and experience that includes 12 college credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field.
