About the Work Unit

The Access Permit Unit in Traffic and Safety preserves and improves the functional integrity of the highway transportation system. It protects public health, safety, and welfare by administering permits, ensuring compliance with federal guidelines, state statutes, and regulations, and overseeing the issuance of all necessary permits.

About the Position

The Access and Outdoor Advertising Administrator II assists in administering CDOT’s access management program in Region 3 and oversees the Roadside Advertising program. Key responsibilities include reviewing access permit applications, engineering plans, and traffic control plans in accordance with Colorado’s State Highway Access Code and the Colorado Revised Statutes. The role also works with the Outdoor Advertising Manager on the CO Advertising Act and Federal Regulations.

Duties and Responsibilities
  • Assist in formulating special terms and conditions for each access permit, collaborating with staff and legal counsel.
  • Work with local CDOT staff to determine whether projects meet CDOT standards and policies for permits and communicate requirements to the permittee.
  • Collect and evaluate applicant information regarding intended use of CDOT right of way and develop special terms.
  • Become and maintain familiarity with SHAC, state statutes, and related regulations.
  • Develop and recommend revisions to access regulations to improve understanding and use of the State Highway Access Code.
  • Clarify specifications and design criteria, including occasional travel throughout the region.
  • Review roadside advertising inquiries and assist CDOT headquarters with permitting.
  • Review and analyze access permit applications for completeness; determine permit issuance.
  • Evaluate construction, site, and installation plans to recommend modifications or approve installations with minimal impact.
  • Consult and collaborate with CDOT technical work units (Right‑Of‑Way, environmental, roadway design, traffic, maintenance, construction, and materials) to tailor design features to site conditions.
  • Plan access to align with local government master plans, future traffic volumes, and patterns.
  • Interpret state statutes, rules, and regulations for Roadside Advertising and Official Signing Programs to determine compliance decisions.
  • Coordinate with Maintenance, Local Governments, and other partners to advance program goals.
  • Assist business owners in understanding qualification requirements for Tourist‑Oriented Directional Signing.
  • Determine when to involve other CDOT staff (Right‑Of‑Way, Maintenance, Environmental) in applications.
  • Other duties as assigned.
Work Environment
  • Schedule:

    Monday–Friday, 8:00 a.m. – 5:00 p.m., with flexibility for work/life balance.
  • Hybrid schedule—office and remote work.
  • Approximately 10% field work, 90% office.
  • Travel required within Metro Denver/Front Range.
  • Occasional overnight travel 1–3 times per year throughout Colorado.
  • Must operate CDOT vehicles.
Minimum Qualifications

Experience Only: Five (5) years of relevant experience in Engineering, Public Administration, Transportation Planning, or a related field.

OR

Education and Experience: A combination of related education and/or experience equal to five (5) years.

  • Education from an accredited institution with coursework in Engineering, Public Administration, Transportation Planning, or a related field.
  • Experience in Engineering, Public Administration, or Transportation Planning.
