Under the direction of the Public Works Director, performs complex administrative analysis including researching, developing, and administering Public Works policies, projects, budgets, or grants and capital project control, as assigned. Assists in designing, coordinating and implementing projects and programs, prepares reports, both analytical and statistical, makes recommendations, assists various operating departments on specialized administrative problems including staffing requirements and equipment usage levels, and performs related work as required.
Initial projects including APWA re-accreditation, new asset management system integration, budget development based on asset depreciation curves, staffing analysis based on performance indicators and updates to preventative maintenance schedules and basic asset updates in the city's ArcGIS database. Performs work under limited supervision. Supervisor sets the overall objectives and resources available. Incumbent and supervisor work together to develop the deadlines, projects, and work to be completed.
Incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives. Incumbent keeps their supervisor informed of progress, potentially controversial matters, or far-reaching implications.

Essential Duties and ResponsibilitiesEssential duties and responsibilities may include, but are not limited to, the following:
- Develop, implement, coordinate, and manage assigned programs, projects, budgets, grants, activities, and confidential administrative work.
- Serve on the Public Works leadership team, contributing to strategic visioning, KPI tracking, check-and-adjust reviews, and departmental change-management initiatives.
- Provide analytical and staff support to management; coordinate interdepartmental projects; and manage assigned special projects involving financial, operational, and organizational issues.
- Facilitate effective communications and information exchanges regarding programs and services; cultivate and manage relationships with key stakeholders; conduct verbal and written briefings on issues and developments affecting assigned areas.
- May act as department point of contact for asset management software and other Public Works technology programs.
- Research and recommend updates to Public Works fee schedules.
- Serve as liaison with other departments within the City regarding Public Works services and activities.
- Assist with or lead procurement efforts for goods, services, equipment and special projects.
- Serve as the lead on grant management activities within the department and leading the department's project controls system.
- Collaborate with Finance and Municipal Services to coordinate payments, reimbursements, audits, reporting, and project/grant accounting.
