Step into a leadership role that shapes environmental protection as an Environmental Group Manager with the Department of Environmental Protection. This position guides a team of engineers who review important permit applications that help protect waterways and wetlands. You will oversee key regulatory work that supports safe development and responsible environmental practices. This position oversees the Permitting Section by managing engineering staff, reviewing technical work, and ensuring proper interpretation of environmental regulations. You will support consistent, accurate permitting decisions that help protect waterways and wetlands. As an Environmental Group Manager, you will perform the following duties:

  • Permit Oversight: Supervise permitting activities for stormwater and encroachment programs and ensure work follows policies and regulations
  • Work Assignment: Assign permit applications to reviewers and balance workloads across the section
  • Technical Review: Examine staff work and drafted permits for accuracy, consistency, and correct application of laws
  • Staff Leadership: Train employees, conduct meetings, provide guidance, and perform full supervisory responsibilities
  • Regulatory Coordination: Participate in enforcement actions, emergency reviews, and interagency meetings related to permitting
  • Program Reporting: Prepare monthly activity updates, evaluate workload data, and maintain organized office procedures

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • This position requires travel
  • You will have the option to work from one of the following headquarters offices:
    • Northeast Regional Office - 2 Public Square, Wilkes Barre, PA 18701
    • Scranton District Office - 321 Biden Street, Suite 300, Scranton, PA 18503
    • Pottsville District Mining Office - 5 West Laurel Blvd, Pottsville, PA 17901
    • Bethlehem District Office - 4530 Bath Pike, Bethlehem, PA 18017
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office. The ability to telework is subject to change at any time.

  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $78,925 (before taxes).

QUALIFICATIONS Minimum Experience and Training Requirements:
  • A bachelor’s degree in the biological, physical, or environmental sciences, engineering, or in a field closely related to environmental protection or regulation; and five years of professional environmental protection experience;
    or
  • An equivalent combination of experience and training.
Conditions of Employment:
  • This position requires possession of a valid driver’s license.
  • This position requires possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
