Duties

• You will have mastery of and skill in applying, the art and science of two or more specialty areas of an engineering discipline sufficient to perform key decision-making and policy-developing responsibilities in difficult assignments.
• You will have mastery knowledge and skill to plan, develop, evaluate, and execute short- and long-range programs; serve as an authoritative expert and consultant on broad programs, highly specialized fields, or industries.
• You will have expert skill in communicating effectively orally and in writing, including the preparation and proficient presentation of briefings and talks to high-ranking military and civilian (through Senior Executive Service) managers.
• You will have mastery knowledge and skill to formulate, evaluate, nurture, and promote the generation and exchange of new concepts, principles, methods, applications, practices, and processes.
• You will have knowledge of Department of Defense and Department of Navy budgetary and financial management systems, and Federal procurement practices.
• You will have the ability to supervise technical/administrative staff operations and manage programs.
