Position: Principal Contracts Administrator (REQ 343)

Overview

Applied Physical Sciences (APS) is seeking an experienced full-time Principal Contracts Administrator to become an important part of a rapidly growing team for its Concord, Massachusetts office. This position reports to the Director of Contracts and Supply Chain and is responsible for cradle-to-grave contract administration of the company’s entire contract portfolio to ensure accountability in accordance with applicable company policy and government regulations.

Job Functions and Responsibilities
  • Provide advanced hands-on administration and management of contracts and OTAs (proposal submission through contract closeout);
  • Provide hands-on administration and management of subcontracts (proposal submission through contract closeout);
  • Lead the development of complex cost proposals in response to government and prime contractor requests for proposals requiring advanced skills in MS Excel;
  • Support the negotiations of contracts with terms and conditions favorable to the company;
  • Draft, review and support negotiations of various other agreements such as Non-disclosure Agreements, Teaming Agreements, License Agreements, etc.;
  • Assist program managers with project setups and interpretation and application of contract terms and conditions; and provide them with timely dissemination of contract information;
  • Support Government property administration, audits, and closeout activities;
  • Interface with purchasing and supply chain administrators to ensure compliance with prime contract requirements, corporate policies, and approved business systems;
  • Understand and recommend opportunities and approaches to minimize exposure to contractual risk;
  • Perform government regulation research and other duties as may be assigned;
  • Support the ITAR and EAR Export Compliance process; and
  • Other duties as assigned by the Director of Contracts and Supply Chain.
Required Attributes and Skills
  • Bachelor’s degree in finance, business or a related specialized area plus a minimum of 10 years of relevant industry experience in complex Government/DoD contracting;
  • Training and professional certification from National Contract Management Association (NCMA) or other related professional development association is preferred;
  • Must demonstrate strong attention to detail, and possess strong written and verbal communication skills;
  • Excellent planning and time management skills;
  • Must demonstrate a strong understanding of the Government competitive proposal process;
  • Must demonstrate a strong working knowledge of FAR, DFARS, Data Rights, Intellectual Property issues, and Other Transaction Agreements (OTAs);
  • Proven experience in creating government contract cost proposals;
  • Advanced Microsoft Excel modeling proficiency, along with mastery of other Microsoft Office applications;
  • Capable of handling several assignments concurrently while still meeting deadlines;
  • Must be willing to participate in any emergent role in a fast-paced environment; and
  • Must be able to obtain and maintain a U.S. Security Clearance at the appropriate level.
Preferred Attributes and Skills
  • Knowledge of ITAR and EAR, and other aspects of export compliance; and
  • Familiarity with Deltek Costpoint or other similar ERP systems
