Job Summary:

This position is responsible for managing the development of the Long Range Transportation Plan and other planning studies that support the development of the Five Year Transportation Facilities Construction Program. The position will work closely with other Multimodal Planning Division (MPD) sections to integrate statewide multimodal transportation planning to support the development of a holistic strategy for transportation expansion, modernization and preservation of the State Highway system.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Oversees and manages transportation plans and programs. Assigns projects, monitors schedules, communicates performance expectations, provides feedback, coaching and guidance for subordinate staff. Ensures that key positions are filled. Participates in staff meetings and directs discussions to assure understanding and implementation of team goals. Undertakes performance reviews of direct reports.

Builds relationships with external stakeholders, such as local communities, state, regional and federal governments, representing the MPD Director when needed. Confers with ADOT officials, Metropolitan Planning Organizations, Councils of Governments and other stakeholders regarding planning studies and the planning to programming process.

Advises and assists ADOT management on difficult, complex and technically demanding planning issues. Prepares correspondence and represents ADOT publicly, including giving presentations at conferences and to committees. Establishes and approves standards, policies and operational procedures for the Planning Group to assure conformity with federal regulations and professional planning standards.

Knowledge, Skills & Abilities (KSAs):

KNOWLEDGE OF:

  • Standard industry practices and processes in transportation planning at the local, regional, state and federal levels.
  • Principles and practices to conduct studies, research, analysis and report preparation.
  • State and Federal legislation pertaining to transportation activities.
  • Processes and procedures associated with the use of Federal Aid.
  • Methods for Managing and supervising employees.

SKILLS IN:

  • Negotiating complex agreements with local, regional, state and federal entities.
  • Written and oral communication.
  • Conduct presentations to management, public officials, stakeholders and the public.
  • Use of Microsoft and Google software applications.
  • Organization.
  • Developing and managing staff.
  • Written and verbal communication, including presentations and reports.
  • Interacting with subordinates, peers, officials and representatives of other agencies and the public.
