Education and Experience:

Graduation from an accredited college or university with a bachelor's degree AND experience equivalent to three years of full-time experience in a public safety related field or military service, of which one year must be supervision OR coordination.

Substitution of Experience for

Education:

Qualifying full-time experience in a public safety related field or military service may be substituted for the required education, on a year-for-year basis to a maximum of four years.

Substitution of Education for

Experience:

Additional graduate coursework in a related subject may be substituted for the required experience for a year-for-year basis to a maximum of two years, there being no substitution for the one year of full-time supervisory OR coordination work.

Overview

The Regional Planning Manager provides supervisory and program level oversight for Regional Planners responsible for emergency management planning support. This position ensures consistency, quality control, and compliance across all county-level planning activities, including the development, maintenance, and review of County Basic Emergency Operations Plans (BEOPs) and County Multi-Jurisdictional Hazard Mitigation Plans (MJHMPs).

The Regional Planning Manager aligns county planning operations with statewide planning initiatives such as updates to the Tennessee Emergency Management Plan (TEMP), THIRA/SPR data collection, capability assessments, mitigation strategies, and major federal preparedness submissions overseen by the Planning Branch Administrator. This position is responsible for staff supervision, workflow management, statewide planning coordination, and integration of county planning outcomes into strategic statewide emergency management programs.

This position is distinguished by its statewide supervisory responsibility for Planners assigned to multiple regions. The role requires advanced knowledge of emergency operations planning, hazard mitigation planning, FEMA and CPG 101 standards, and the ability to lead staff producing complex planning products for counties across Tennessee.

The position ensures uniform statewide application of planning guidance, oversees county compliance with BEOP and MJHMP requirements, and provides authoritative interpretation of federal and state planning criteria. It also serves in senior planning roles within the State Emergency Operations Center (SEOC) or Regional Coordination Centers (RCCs) during activations.

Responsibilities Supervisory & Program Leadership
  • Supervises regional Planners statewide, including workload management, coaching, performance expectations, and professional development.
  • Establishes and enforces quality assurance standards for BEOP and MJHMP review processes to ensure statewide consistency.
  • Oversees regional planning timelines and ensures counties meet state and federal plan update cycles, including FEMA approval requirements for MJHMPs.
Statewide Planning Integration
  • Coordinates local planning activities with statewide initiatives led by the Planning Branch Administrator, including THIRA/SPR, TEMP updates, and preparedness reporting cycles.
