Position Overview

The Department of Healthcare and Family Services (HFS) is hiring a Reentry Project Director to plan, develop, and manage reentry initiatives at HFS and statewide. The Director will oversee deliverables related to the federal CMS reentry planning grant and the Illinois Healthcare Transformation 1115 waiver. The role involves serving as the primary lead and spokesperson for reentry services implementation, coordinating with federal, state, and community stakeholders, and ensuring compliance with Medicaid and managed care regulations.

The ideal candidate has knowledge of federal and state Medicaid regulations, an understanding of carceral systems, and strong communication and analytical skills.

Responsibilities
  • Serve as Reentry Project Director for HFS, planning and managing reentry program efforts at HFS and statewide.
  • Collaborate with and advise Managed Care Organizations, Healthcare Transformation Collaboratives, and other state agencies in serving members exiting incarceration and developing care coordination capacity.
  • Research and analyze reentry population status and needs among carceral facilities and Medicaid beneficiaries to identify service gaps and develop resource networks.
  • Direct efforts and identify efficiencies to support individuals exiting incarceration.
  • Perform other duties as required or assigned within the scope of the role.
Minimum Qualifications
  • Four years of college education, preferably with courses in business or public administration.
  • Four years of progressively responsible administrative experience in a public or business organization, preferably developing and growing a reentry and/or Medicaid program.
  • One year of experience working for or with a carceral facility in Illinois.
Preferred Qualifications
  • Four years of professional experience developing and managing a Reentry, Managed Care, or similar Human Services program.
  • Four years of experience analyzing and using data and financial reports to make decisions and solve problems.
  • Four years of experience developing and overseeing Medicaid program policies and ensuring compliance with federal and state regulations.
  • Four years of experience implementing Medicaid and Medicare administrative codes related to long‑term care transition and waiver programs.
  • Working knowledge of government health and human services programs, preferably within a state or federal entity.
  • Two years of experience representing an organization to internal and external stakeholders.
Conditions of Employment
  • Completion of a background check and self‑disclosure of criminal history required.
  • Ability to use and maintain state‑issued equipment such as a laptop.
  • Travel required, including overnight stays as appropriate.
  • Overtime may be required or scheduled; ability to work evenings and weekends is required.
  • Revolving Door restrictions apply: if offered non‑state employment during or within one year of leaving state employment, notification to the Office of the Executive Inspector General is required.
  • The position meets the requirements of Illinois Governmental Ethics Act;
    Statement of Economic Interest filing required.
