Objective / OverviewIn pursuit of its mission, transforming care and education to advance the health of our patients and the communities we serve, CUHCC provides medical, dental, and behavioral health care to nearly 12,000 racially and culturally diverse patients annually. The vast majority of patients live below federal poverty lines and more than half require language interpretation services.
Community University Health Care Center (CUHCC) is seeking a highly qualified Licensed Independent Clinical Social Worker (LICSW) with Minnesota Board-approved supervisor status to lead the development of our clinical infrastructure for Children's Therapeutic Services and Supports (CTSS) certification. This project-based role focuses on creating a "gold standard" model clinical case to meet the rigorous standards of the Minnesota Department of Human Services (DHS).
This role is critical in expanding our ability to offer intensive, community-based mental health services to the children and families we serve.
This position reports to the Mental Health Director and has no direct reports.
Job ResponsibilitiesThe primary objective is to develop a comprehensive, fictitious model clinical case file that serves as the benchmark for CUHCC's CTSS services. This case must reflect our unique client population and adhere to MN Statute 256B.0943. Once CUHCC obtains CTSS certification, this role will consist of providing weekly individual and group clinical supervision to CTSS staff and signing of clinical documentation in OCHIN Epic.
Specifictasks include
- Diagnostic Assessment (DA):
Authoring a comprehensive standard or extended DA for a fictitious client that clearly establishes medical necessity for CTSS and includes a thorough functional assessment. - Treatment Planning:
Developing an Individualized Treatment Plan (ITP) with measurable goals/objectives and a clear clinical rationale regarding the inclusion or exclusion of psychotherapy. - Behavioral Planning:
Creating an Individualized Behavior Plan (IBP) tailored for Mental Health Behavioral Aide (MHBA) services. - Documentation Samples:
Drafting high-quality progress note samples for all CTSS service modalities, including psychotherapy, skills training, crisis assistance and clinical supervision notes. - Compliance Oversight:
Ensuring all documents include necessary elements for ITP reviews and a formal discharge summary. - Clinical Approval:
Serving as the subject matter expert to review and sign off on all infrastructure documents as the board-approved supervisor. - Clinical supervision:
Once CUHCC obtains CTSS certification, this role will consist of providing weekly individual and group clinical supervision to CTSS staff and signing of clinical documentation in OCHIN Epic. This role will not include administrative supervision including conducting performance reviews, approving timecards, leave and other such tasks but will work closely with CTSS's administrative supervisor on these matters. - Staff training and development:
Via individual and group supervision, ensure that CTSS understand and develop therapeutic skills in the area of children therapeutic skills provision and therapy as appropriate.
1. This is primarily a remote position. The primary work environment is remote but may require some in-person meetings.

Required Qualifications- Licensure:
Active, unrestricted Minnesota license as a Licensed Independent Clinical Social Worker (LICSW). - Supervisory Status:
Must be a Minnesota Board-approved supervisor eligible to provide clinical supervision. - Expertise:
Familiarity with MN Statute 256B.0943 and DHS requirements for CTSS certification. - Experience:
Proven track record in clinical writing and developing diagnostic assessments for children and families. - Attention to Detail:
Ability to create meticulous, audit-ready documentation that bridges the gap between clinical theory and state regulatory requirements.
- Experience in a Federally Qualified Health Center (FQHC) or similar primary care-embedded setting.
- Background in community-based programming or CTSS.
- Demonstrated ability to incorporate cultural understanding into interventions tailored for diverse populations.
- Familiarity with Ochin/EPIC EHR.
