The Lead, IT Portfolio Manager for Medicaid is responsible for partnering with Medicaid business portfolio leaders, the Medicaid Product team, and the Medicaid IT team to strategically align IT demand and investments with Medicaid objectives, regulatory requirements, and delivery commitments. This role leads highly complex, enterprise-wide initiatives across Humana’s Horizontals and Enablers, ensuring integrated planning, execution, and delivery of Medicaid capabilities throughout the organization.

Key Responsibilities:

  • Organize and oversee Medicaid programs and initiatives in alignment with IT strategy, Medicaid strategic roadmap, and prioritized budgets.

  • Ensure adherence to delivery commitments, manage changes to schedules and funding, and confirm allocation of adequate financial and organizational support for successful Medicaid outcomes.

  • Exercise independent judgment and decision-making on complex, cross-enterprise portfolio issues, applying analytical rigor and working with minimal supervision to identify effective solutions in support of Medicaid priorities.

  • Lead and coordinate enterprise-wide initiatives, ensuring seamless planning and execution across functional areas.

  • Produce metrics, measurements, and trend reports to monitor project progress and outcomes.

  • Communicate effectively with senior leaders and stakeholders, delivering clear presentations and updates.

Required Qualifications:

  • Bachelor’s degree or at least 8 years of related technical experience

  • Minimum 5 years of project leadership experience

  • Minimum 2 years of Program Management experience

  • At least 6 years of technical experience in IT or related fields

  • Demonstrated ability to manage multiple tasks, priorities, and deadlines with attention to detail

  • Strong communication and presentation skills, including experience engaging senior leadership

  • Advanced experience leading special projects and producing metrics, measurements, and trend reports

  • Experience driving continuous improvement, evaluating systems, and implementing process enhancements

  • Experience with budget planning and management

  • Ability to organize and direct multiple teams and departments

  • Excellent written and verbal communication skills

  • Experience planning and executing strategic initiatives

Preferred Qualifications:

  • Master’s degree in Business Administration or similar field

  • Experience in leading Medicaid state implementations

  • Six Sigma certification

  • PMP certification

  • Proven ability to manage large-scale, highly visible programs with responsibility for multiple project teams

  • Ability to read and interpret contract language

  • Proficient with Microsoft Project, Service Now PPM, and PowerBI

  • Certification in SAFe Agile methodology

  • Proven success in a project/program management role
