DSHS HCLA Long Term Care Surveyor – Long Term Care Community Licensor

Home and Community Living Administration (HCLA), Residential Care Services, is looking to hire a Long-Term Care Community Licensor to join our team in the Kent area. You’ll conduct licensing and complaint investigation visits at Assisted Living Facilities and Enhanced Service Facilities.

Residential Care Services is responsible for the licensing and oversight of adult family homes, assisted living facilities, nursing facilities, enhanced service facilities, and intermediate care facilities for people who have intellectual disabilities, and provides certified community residential services and supports. We promote and protect the rights, security, and well‑being of individuals living in licensed or certified residential settings.

This opportunity includes hybrid remote/office work.

• Travel to assisted living facilities and conduct onsite full inspections and complaint investigations to determine provider regulatory compliance and deficient practice
• Observe and interview residents, staff, and facility operations
• Interview residents, resident representatives, others in the community and facility staff community representatives to obtain information regarding the practices of providers and the residents' satisfaction with the care and services
• Obtain information regarding residents' care and services from professional records, facility staff, and other sources
• Demonstrate advanced skills for effective oral and written communication with the public, and other partner agencies
• Frequent use of technology for data entry, record keeping and workload management
• Complete technical report writing, including full written narrative reports based on analysis and investigative findings
• Collaborate with other RCS regulatory staff on joint inspections, case reviews, and other regulatory activities

Master’s degree in social work, speech pathology, occupational or physical therapy, psychology, special education, nutrition, sociology, or a related field, plus two years of professional experience in planning, administering, licensing, monitoring or delivering social or health or behavioral health service programs.

Or Bachelor’s degree in one of the above fields, plus four years of professional experience in planning, administering, licensing, monitoring, or delivering social or health or behavioral health service programs.

Or eight years of professional/practical experience working with people delivering social and health services and/or experiencing developmental disabilities, physical disabilities, and/or mental health challenges.

• Experience with behavioral health service programs
• Knowledge of principles and practices in long-term care services
• Experience conducting investigations and ensuring proper interviewing techniques
• Ability to maintain an objective, professional, and respectful demeanor with difficult persons and events

King County employees receive 5% premium pay in addition to the advertised salary and are eligible to receive a free ORCA card for transportation use.
