Under the direction of the DBHH Substance Use Block Grant (SUBG) Administrator, this position serves as the primary liaison with contracted providers to support effective implementation of SUBG-funded activities in Arizona. Responsibilities include maintaining regular communication with contractor staff; providing guidance on the appropriateness, effectiveness, and allowability of substance use services; and conducting contract oversight and monitoring to ensure compliance with federal and state requirements.

The position also supports program evaluation activities, including assessing program reach and impact; collaborates with internal divisions on SUBG-related initiatives; assists in preparing required SAMHSA applications, plans, and reports; and performs additional duties as assigned, which may involve coordination with colleagues across DBHH and AHCCCS.

Major duties and responsibilities include, but are not limited to:

* Oversight and Monitoring of Grant Funds and Programs:
Oversee SUBG subrecipients, contractors, and projects to ensure effective implementation and alignment with SAMHSA requirements and state priorities. Maintain regular communication with contractors on service delivery and monitor performance, compliance, and best-practice adherence through ongoing communication, technical assistance, deliverable reviews, operational reviews, and site visits. Provide guidance on the appropriateness and allowability of funded services. Develop and monitor grant work plans for timely, compliant execution.

Partner with finance to review spending, projections, and expenditures, advising on allowable and programmatically appropriate use of SUBG funds.

* Data Informed Planning and Evaluation:
Support data-driven decision making by collaborating with DBHH staff, subrecipients, and contractors on needs assessments, data review, planning, and evaluation. Use statewide and regional data to identify gaps, assess needs, and inform priorities.

* Provide evidence-based recommendations on SUBG fund allocation to ensure alignment with SAMHSA and statutory requirements, and assist with evaluation activities measuring program reach, outcomes, and impact. Collaboration, Cross Division Coordination, and Subject Matter Expertise:
Serve as a SUBG Subject Matter Expert by delivering presentations, training, and technical guidance to AHCCCS staff, contractors, and stakeholders. Collaborate with internal divisions-finance, quality, analytics, and policy-to support coordinated SUBG implementation and contribute to contract language, policy, and process development. Participate in cross-cutting initiatives, work groups, and stakeholder meetings; support capacity building for partners; represent AHCCCS in state and national forums;

and stay current on SAMHSA guidance, regulations, and best practices.
