As a key member of the Washington State Department of Corrections Information Technology team, the Clinical Systems Manager provides action-oriented leadership for the planning, implementation, stabilization, and ongoing management of clinical applications within the electronic health record (EHR) environment. The goal of this position is to provide oversight of applications supporting outpatient and inpatient care, ancillary services, pharmacy, laboratory, radiology, dental services, and other clinical functions, ensuring that operational and clinical needs are effectively represented and integrated into daily operations.
Serving as a key leader for the Electronic Health Records (EHR) project and Health Care Management and Coordination System (HCMACS) program, the Clinical Systems Manager applies advanced expertise in Epic clinical applications to lead the implementation, configuration, and optimization of modules including Clin Doc, Ambulatory, Willow, and related systems used within correctional healthcare settings.
The candidate of choice will oversee the full Epic implementation lifecycle—from design and build through training, go-live, stabilization, and continuous improvement—ensuring alignment with clinical workflows, regulatory requirements, and the Department’s mission to deliver safe, effective, and coordinated healthcare services across the statewide correctional system.
Responsibilities- Epic Implementation Leadership
- Primary clinical applications lead for DOC’s Epic implementation project across medical, nursing, pharmacy, and behavioral health domains.
- Partner with the Epic implementation vendor, internal IT, clinical leaders, and state stakeholders to develop project plans, timelines, and resource strategies for Epic modules.
- Coordinate system design, application build, testing, and validation for clinical workflows including documentation, CPOE, order sets, and eMAR.
- Manage readiness activities including workflow mapping, integration design, data conversion planning, training coordination, and environment build oversight.
- Lead mock go-lives, command center planning, and post-live stabilization for clinical modules.

- Collaborate in the development of the end user training program and aid in coordination of pre- and post-go-live training efforts.
- Five (5) or more years of experience with Epic support applications, including full lifecycle implementation experience.
- Current or former Epic certifications or proficiency in multiple modules.
- Proven experience managing cross-functional project teams through EHR implementations.
- Strong understanding of clinical workflows, documentation practices, and interdisciplinary care models in institutional or correctional settings.
- Excellent communication, stakeholder engagement, and project leadership skills.
- Bachelor’s or higher degree in Health Informatics, Public Health, IT, or related field.
- Best-in-class Electronic Health Record (EHR/EMR) systems, Epic certification ideally in Orders, Radiant, and Behavioral Health modules.
- Experience working in a hospital, clinic, laboratory, or other clinical setting.
- Prior experience implementing Epic within a correctional health, public health, FQHC, or government healthcare organization.
- Familiarity with Medicaid reporting, public health data submission, and institutional security protocols.
- Project Management Professional (PMP), Lean, or other process improvement certifications.
