Position: MENTAL HEALTH COUNSELOR 1 - UNDERFILL

Job Summary

The Nevada Division of Child and Family Services (DCFS) is recruiting for a Mental Health Counselor I under filling a Mental Health Counselor II in the Ely or Elko Child Welfare Office. The position works under supervision and may advance to the next level after meeting minimum qualifications, satisfactory performance, and endorsement of the appointing authority. Counselors provide counseling, case management, direct clinical services, community and home-based services, and behavioral and human services to mentally ill, developmentally disabled and/or emotionally disturbed clients in an outpatient, residential, community or similar setting.

Licensure required:
Licensed Clinical Social Worker, Licensed Marriage & Family Therapist, Licensed Clinical Alcohol & Drug Abuse Counselor, or Licensed Practicing Counselor. Counselors provide Intensive Family Services (IFS) to families involved with the child welfare system in rural Nevada. They provide in‑home, family‑centered, intensive services including counseling, skill‑building, supportive services, advocacy, mental health assessments for children and their parents, and clinical case management to complex, high‑risk families.

Responsibilities
  • Conduct appraisals and assessments through interviews and standardized techniques to determine client eligibility and treatment plans.
  • Participate in treatment planning, coordinate and integrate services among team members, and monitor plan effectiveness.
  • Provide individual, family and group counseling and consultative services.
  • Use a family and community systems approach to implement treatment plans and facilitate family reunification or adoption preservation.
  • Develop and implement after‑care plans; advocate for clients and monitor after‑care services.
  • Prepare documentation and reports for courts and other systems regarding clients' mental and behavioral status.
  • Review client charts, make case presentations, and complete required forms and reports for compliance and billing.
  • Refer clients to other agencies and identify resources to meet treatment objectives.
  • Provide crisis intervention, including restraint and behavioral controls as needed.
  • Coordinate housing arrangements, conduct on‑site visits, monitor provider quality and investigate complaints.
  • Develop formal training programs for staff and service providers and monitor ongoing training activities.
  • Provide community workshops, public presentations, and instructional activities to educate the community.
  • Plan and coordinate program development activities and evaluate program goals and objectives.
  • Provide clinical supervision of student interns, residents, and volunteers.
  • Perform related duties as assigned.
Essential Qualifications
  • Master's degree from an accredited college or university in counseling, marriage and family therapy, psychology, social work or a closely related field; or an equivalent combination of education and clinical experience at or above a master's level.
  • Licensure as a Licensed Clinical Social Worker, Licensed Marriage & Family Therapist, Licensed Clinical Alcohol & Drug Counselor, or Licensed Practicing Counselor.
  • Authorized to work in the United States without sponsorship.

Skills and Abilities
  • General knowledge of normal and abnormal human behavior, counseling techniques, case management, crisis intervention, treatment team dynamics, psychotropic medications, laws governing abuse, client rights, confidentiality, mental and emotional illnesses, substance abuse effects, and roles of human services agencies.
  • Ability to provide individual, group, marital and family therapy; write concise reports; assess and utilize community resources; establish rapport; maintain professional relationships; negotiate and monitor service contracts; prepare documentation for patient charts and billing.
