The Legislature has also approved a 2% general wage increase for all state employees, effective July 1, 2026.

About the divisionMedicaid Programs Division (MPD) works across the Health Care Authority (HCA) and in partnership with the health care community and local, state, health care, and federal levels, to develop, and manage high‑quality, evidence‑based, health care programs and purchases that enhance Apple Health (Medicaid) managed care. MPD is responsible for managed care implementation and alignment with fee‑for‑service.
About the positionReentry Support Navigator (HCPM) is a subject matter expert, directly responsible for overseeing reentry initiative policies and procedures for the statewide reentry program. As the subject matter expert, this position is responsible for developing and writing policies and procedures; providing Medicaid business requirements for eligibility system changes; representing the agency to external stakeholders and governments, which may include Tribes, the Center for Medicaid and Medicare, Legislature, constituents and the client community;
provide community and staff trainings, collaborate in comprehensive program design and development; administer contracts; perform program and contract monitoring; process claims; develop and maintain program guidance manuals and training materials; develop and conduct program training and make presentations; and support health‑related social needs.
This position is eligible to telework but is frequently required to report on‑site to meet business needs. The default assigned work location of all HCA positions – both on‑site and telework eligible – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on‑site in Olympia on their first and last days of employment to pick up and return state‑issued equipment, regardless of telework status or location.
Someof what you will do
- Directly responsible for using independent judgment and program subject matter expertise and knowledge to support the development of policies, program implementation and maintenance as related to the Reentry Initiative. Directly responsible for all assigned aspects of the Reentry program including business requirements, policy promulgation, contract administration, contract monitoring; writing and maintaining reentry policy/billing guides; developing and maintaining training manuals/materials; provide provider and stakeholder training to ensure the HCA’s reentry activities and processes are in compliance with state and federal guidelines and meet CMS standards.
- Plan, design, develop, write, schedule, test, implement, evaluate and improve program policy and procedures providing for reentry program business requirements and operational processes.
- Work closely with internal and external stakeholders to build consensus around policy initiatives to achieve program objectives for the reentry program.
