Background

The South Shore Public Health Collaborative seeks candidates for the Regional Registered Sanitarian role to work with towns of Cohasset, Hingham, and Scituate. The South Shore Public Health Collaborative is a Shared Service Arrangement aimed at improving the health and well‑being of residents across the three towns. This position will be part of a collaborative response to provide a wide range of inspectional services.

It plays a critical role in safeguarding public health through education, regulation, inspection and enforcement across a wide range of facilities and environmental conditions. This role is subject to grant funding. The Regional Health Inspector will carry out environmental, community and public health program responsibilities, performing technical and inspectional work to promote and protect public health by enforcing federal, state and local laws and regulations, and providing public health education.

This is a hybrid opportunity, allowing for flexible distribution of tasks across office, field, and remote work as needed.

Essential Functions
  • Enforces state and local public health laws, rules, and regulations including food service establishments, housing, nuisances, tanning, swimming pools, bathing beaches, recreational camps for children, lodging houses, group homes, tobacco retailers, body arts establishments, bodywork establishments, marijuana retailers, lead paint, keepers of animals, and private drinking water wells.
  • Inspects food service establishments and retail stores for compliance, monitors test results, conducts complaint and foodborne illness investigations, contacts state officials, consults with physicians and lawyers, and submits required reports and analyses to appropriate state and local agencies. Performs comprehensive plan reviews for food establishments before opening, renovation, or ownership change.
  • Performs plan reviews and inspections for new construction and renovation of swimming pools.
  • Conducts housing inspections to ensure properties conform to state sanitary code; inspects rental units and properties subject to public complaints as part of routine enforcement.
  • Plans and conducts health and environmental investigations, including collecting recreational water samples for bacterial analysis; initiates remedial and enforcement procedures as necessary.
  • Prepares order letters seeking enforcement of violations; prepares documents supporting public health hearings and enforcement actions, including presentation of public health rationale in court.
  • Attends trainings and maintains knowledge and expertise in relevant areas, maintaining required licenses and certifications and staying current with laws and enforcement practices.
  • Assists and participates in the organization and development of the department’s emergency preparedness programs and execution thereof; responsible for emergency response as needed.
  • Participates in public health programs in the community and completes miscellaneous duties as assigned.
Supervision Received

The Regional Health Inspector receives supervision from the Cohasset Health Department and does not supervise any positions.

Required Qualifications
  • Bachelor’s degree in environmental science, public health or related field and a minimum of 3 years of experience in a recognized public health position, preferably with a local Health Department, or equivalent combination of education and experience.
  • Registered Sanitarian (R.S.) or Environmental Health Technician (E.H.T.) in alignment with the Office of Local & Regional Health’s Workforce Standards.
  • Completion of the Foundations for Local Public Health Practice course within 18 months of hire.
  • Proficiency in computer use and related programs and software.
  • Valid driver’s license and personal transportation required.
  • Excellent interpersonal skills.
Preferred Experience , Skills, And Knowledge
  • Thorough knowledge of state environmental code, food service regulations, and other public health and sanitation laws, rules and regulations.
