Job Description
We are seeking a Public Health Emergency Preparedness Planning Analyst to support the Planning, Exercise, and Training (PET) Unit within a public health preparedness and response organization. This individual will be responsible for maintaining, revising, and developing public health emergency preparedness plans, including the Public Health Emergency Response Plan (PHERP), which serves as Emergency Support Function (ESF) 8 – Health and Medical Annex to the State Response Framework (SRF).
The PHERP consists of a base plan and more than 25 supporting annexes and appendices that address specific hazards, functions, and emergency response scenarios. The Planning Analyst will collaborate with state and local stakeholders to review existing plans, incorporate lessons learned and corrective actions from exercises and real-world events, and ensure plans align with FEMA Comprehensive Preparedness Guides, Homeland Security guidance, and public health emergency preparedness best practices.
The role will facilitate tabletop and functional exercises, lead planning workshops, evaluate hypothetical emergency scenarios, coordinate after-action improvement planning, and support local health preparedness initiatives through process development and stakeholder engagement. Ideal candidates will have experience in public health preparedness, emergency management, homeland security planning, healthcare preparedness, or related fields, with strong skills in emergency operations planning, exercise design and facilitation, process improvement, and cross-functional collaboration.

Skills and RequirementsExperience in public health preparedness, emergency management, healthcare preparedness, homeland security, or a related field.
Experience developing, maintaining, or updating emergency operations plans, response plans, annexes, or continuity plans.
Experience conducting or facilitating tabletop, functional, or full-scale preparedness exercises.
Ability to lead workshops, planning sessions, and discussions around hypothetical emergency scenarios and operational response processes.
Strong written communication skills with experience drafting plans, procedures, after-action reports, or improvement plans.
