FLSA: 1.0 FTE, Salaried-Exempt (Expectation to work 40 hours per week)

Paygrade: B14 ($90,700 - $137,200 annually, depending on experience)

$5,500 Hiring Bonus available until 10/31/26

Job Overview

Plans, directs and supervises programs and activities involved in providing public health services to the community, including but not limited to immunizations/VFC, WIC, Family Planning, Babies First, CaCoon, tobacco prevention and education, environmental health, emergency preparedness, communicable diseases, Oregon Mothers Care, perinatal hepatitis b program and maternal child health. Additionally, oversees the Rural Health Clinic and associated primary care functions.

SUPERVISION

Work is performed under the general direction of the Executive Director and Grant County Judge.

Supervision is provided to all programs of the public health department and rural health clinic.

Responsibilities
  • Develop, plan and implement a variety of programs to provide public health services to the community. Prepare annual departmental health plan outlining and describing program activities, staffing and associated expenditures.
  • Ensure that the overall operation of the health department is consistent with the agency mission, policies and goals.
  • Ensure that the agency is well thought of and highly respected.
  • Develop and sustain a working environment that encourages commitment to provide the highest quality of care/services, integrity and respect for peers, clients and citizens of Grant County.
  • Work with the Executive Director to plan agency goals and objectives regarding the delivery of services.
  • Ensure that the Executive Director has appropriate and accurate information for decision making processes.
  • Assist the Executive Director in developing and maintaining collaborative relationships with county commissioners, child welfare, schools, and other community partners.
  • Maintain necessary records and prepare reports related to departmental programs and activities.
  • Provide Grant County Commissioners information concerning the activities of the local health department and submit an annual profit/loss document.
  • Act as the agent of the Oregon Health Authority in enforcing state public health laws and rules of the authority, including such sanitary inspection of hospitals and related institutions as may be requested by the authority.
  • Adopt and update as necessary a local public health modernization assessment.
Program Implementation
  • A plan for applying the foundational capabilities established under ORS 431.131 and implementing the foundational programs established under ORS 431.141 as required by ORS 431.417; and
  • Any other local public health program or activity that the local public health authority considers necessary to protect the public health and safety;

Coordinate with coordinated care organizations and Early Learning Hubs

Impose civil penalties adopted under ORS 431.415 (1)(c) and enforce the ordinances and rules adopted under ORS 431.415 (1)(b);

Perform any other duty imposed on local public health authorities by law.

Ensure that all core duties under OAR  are met/adhered to, as identified below:

The following are activities that Oregon law specifically requires a local public health authority to perform:

  • Accepting reports of reportable disease, disease outbreak or epidemics and investigating reportable diseases, disease outbreaks, or epidemics under ORS 433.004 and 433.006.
  • Issuing or petitioning for isolation and quarantine orders under ORS 433.121 to 433.142 as necessary to protect the public’s health.
  • Review of immunization records and issuing exclusion orders under ORS 433.267.
  • Making immunizations available under ORS 433.269.
  • Duties and activities related to enforcing the Indoor Clean Air Act under ORS 433.875, if delegated by the Authority.
  • Ensuring access to family planning and birth control services under ORS 435.205.
