This home-based (remote) position is a permanent, part-time (.60) position with a work schedule of 24 hours per week.

The Opportunity

The Washington State Department of Health (DOH) is dedicated to protecting and improving the health of people across Washington. The Perinatal Early Childhood Assessment & Reporting (PEAR) Section's role is to provide strategic information and data to guide policy and programs that serve the populations in Washington. This Section gathers, analyzes, interprets, and reports on data that describe health status, health care, behaviors, services, and other pertinent issues related to health.

The purpose of the Maternal Health unit is to provide advanced epidemiologic assessment, surveillance, and evaluation leadership to programs in the Office of Family and Community Health Improvement (OFCHI) with a focus on perinatal, maternal and infant health.

This Nursing Consultant, Public Health position provides public health nursing leadership and consultation for the Maternal Mortality Review by creating detailed narratives based off clinical record abstraction and for key quality improvement initiatives aimed at the reduction of maternal mortality. Serving as a cross-office and statewide resource to public and private entities including local public agencies, clinicians, and the general public.

Key Responsibilities Include:

Clinical Review & Abstraction

• Case Abstraction & Organization:
  Oversee and assist in the clinical abstraction process. Conduct in-depth clinical reviews, organize sourced medical records, and use compiled materials to build comprehensive case narratives.
• Death Categorization:
  Determine if deaths are potentially pregnancy-related. Categorize them accurately as pregnancy-related, pregnancy-associated (but not related), or unclassifiable based on cause, timing of death, and other critical variables.
• Maintain Clinical Knowledge:
  Stay up-to-date on key causes of maternal mortality and best practice standards of care to inform your reviews.

Panel Presentations & Collaboration

• MMRP Consultation:
  Consult with the Maternal Mortality Review Panel (MMRP) using the Core Summary Report and clinical expertise. Present detailed cases to the MMRP.
• Systemic Improvement:
  Support the state's MMRP and the Washington State Perinatal Collaborative (WSPC) to identify and implement targeted clinical improvements.
• Information Dissemination:
  Assist in disseminating findings regarding the MMRP's recommendations by presenting to the public, clinicians, and policy makers.

Family & Community Engagement

• Informant Interviews:
  Support the execution of informant interviews as part of the abstraction process for select cases to gain a holistic view of the circumstances.
• Trauma-Informed Support:
  Provide grief and trauma-related support to families and communities to foster comfortable and meaningful engagement.
• Communication Accommodations:
  Assess if specific accommodations (language, format, or physical) are needed to foster clear communication with informants.
• Confidentiality:
  Strictly maintain full confidentiality of case information, ensuring specifics are never shared with interviewees.
