Job Title

This role manages state and federal projects for Critical Access Hospitals and Rural Health Clinics in Texas, including identifying funding opportunities, completing applications, and overseeing grant activities from start to finish. Responsibilities include ensuring compliance with supplemental and direct payment programs, developing budgets and project plans, conducting trainings, and providing technical assistance to hospital staff and district boards. The position also requires regular reporting, communication with stakeholders, and coordination of community and organizational meetings to support program goals and effectiveness.

Duties And Responsibilities

Manage state and federal projects for eight rural Critical Access Hospitals and 10 Rural Health Clinics in Texas, including:

  • Research funding opportunities from federal, state and local funders that would assist with current hospital priorities or alleviate issues.
  • Completing applications.
  • Creating project plans and developing budgets.
  • Current funds include those from Universal Service Administrative Company (USAC), TX Dept of Ag State Office of Rural Health (SORH), HHSC Rural Hospital Finance & Coordination.
  • Planning and implementing projects with facilities.
  • Creating or updating internal policies and procedures.
  • Conducting and monitoring all grant-related activities.
  • Tracking, monitoring progress and analyzing metrics and data to measure effectiveness.
  • Assessing activities and reporting outcomes.
  • Drawing down funds.
  • Ensure compliance, monitoring, and continued participation for Texas HHSC Supplemental and Direct Payment Programs, including CHIRPS, RAPPS, DSRIP, ATLIS, UC, and DSH.
  • Develop marketing plans for grants and assist with the development of materials for grant funded activities.
  • Develop methods to track and submit state-required reporting, such as COVID-19 financials and GA-46.
  • Coordinate with partner Hospital District Boards to assist them to prepare and submit annual Provider Finance Department Local Funding reports and other state programs.
  • Conduct training sessions and workshops for facility staff and Hospital District Boards to ensure understanding of current grant and state program.
  • Provide technical assistance as requested to internal and external stakeholders.
  • Work with assigned hospital and clinic staff to ensure their facility meets the goals and objectives of the programs.
  • Communicate with hospital administrators, home office staff, hospital district boards, and community members about current grants and project progress, involving them in the achievement of objectives as needed.
  • Unofficial Secretary for Community Care Specialists, Inc. organize meeting logistics and prepare documents and utilization statistics for meeting.
