Facility Compliance Consultant II (NS)

This position serves as a Facility Compliance Consultant II and Team Leader within the Mental Health Licensure and Certification Section, providing administrative, supervisory, and clinical oversight to surveyors responsible for regulatory activities in the South Coastal region. It leads licensing inspections, annual surveys, follow-up investigations, and complaint reviews for mental health, developmental disability, and substance use disorder facilities to ensure compliance with state and federal requirements.

The role guides surveyors in interpreting regulations, documenting deficient practices, recommending licensure actions, and maintaining consistency in enforcement across facilities. It delivers consultation and technical assistance to facilities, staff, and external agencies, and participates in quality assurance and regulatory proceedings. The Facility Compliance Consultant II / Team Leader will be home-based and will cover the South Coastal region of the state.

Position may require travel 1-2 days per week in the assigned region as well as travel to Raleigh 1-2 times per month, which may involve overnight travel. A state vehicle shall be used for travel purposes, when available. Use of personal vehicle may be required and compensated at the NC Office of State Budget and Management's established mileage rates.

• Expert proficiency reviewing, analyzing, and documenting regulatory survey findings to produce clear, concise, and legally defensible reports for enforcement consideration.
• Strong skill supervising and coordinating surveyor workloads by organizing schedules, monitoring progress, and ensuring timely completion of annual surveys, complaint investigations, and follow-up inspections.
• Demonstrated experience applying state and federal rules, standards, and regulatory procedures to evaluate the scope and severity of deficient practices and determine appropriate licensure actions.
• Strong investigative and analytical skill assessing facility operations and care practices in mental health, developmental disability, and substance use disorder settings to support objective compliance determinations.
• Intermediate proficiency using Microsoft Office applications to organize survey documentation, prepare enforcement correspondence, and manage electronic records across a multi-county regulatory region.

About the Division of Health Service Regulation (DHSR):
The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.

About the Mental Health Licensure and Certification Section (MHL&C):
The Mental Health Licensure and Certification Section oversees the licensing and regulation of mental health, substance abuse, intellectual disability, and developmental disability facilities across North Carolina. These facilities include intermediate care facilities for individuals with intellectual disabilities, group homes, and day programs serving children and adults. The section conducts initial, annual, and complaint investigations and operates from a main office in Raleigh with a regional office in Black Mountain.
