Healthy Transitions Grant Director (HCPM/DBHR) - Project

This is a project position funded through September 29th, 2028.

All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.

This position has the opportunity to help shape innovative public health policy that addresses the unique needs of older youth and young adults that have experienced behavioral health and housing instability. Your daily role would involve participating in meaningful work expanding community-based services for transition-age youth through directing the SAMHSA Healthy Transitions Grant project. You would manage about $1,000,000 in federal funds each year, lead project teams and build strong community partnerships.

About the division:

The Prenatal through 25 Lifespan Behavioral Health Section (P-25) within the Division of Behavioral Health and Recovery (DBHR) is responsible for developing and overseeing policy implementation and quality of children, youth, and family programs for behavioral health treatment. This is accomplished by processing contracts and interfacing with managed care entities, child serving system partners and youth and family leaders to ensure accountability for service integrity, quality, cross-system coordination related to policy, and program development in the public children, youth, and family behavioral health system.

This position also supports DBHR mission and strategic goals including increasing access to community-based services for children, youth, and families.

About the position:

The Healthy Transitions Project Director has responsibility for administering all projects related to the Federal Substance Abuse Mental Health Services Administration (SAMHSA) Healthy Transitions Grant. This broad scope includes the administration of approximately $1,000,000 in Federal Grant funds annually. This position is responsible for directing and coordinating the work of internal and external groups including contractors, data governance, finance, and other recovery support services staff, developing and maintaining external partnerships, contracting for services, creating public awareness of the grant, and working to ensure sustainability of services.

This position directs program development, program administration, formulates policy and ensures implementation in line with the values of the Division.

This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Some of what you will do:

  • Day-to-day point of contact and responsible for ensuring that all Healthy Transition Project requirements are met. This includes development of collaborative relationships, policies, operations, procedures and systems for reporting and tracking information.
  • Responsible for ensuring all grant deliverables are met.
  • Expand and enhance comprehensive community response, services, and age appropriate menus of recovery support community-based services for TAY and their natural support.
  • Coordinate statewide trainings and meetings which include relevant data collection, best practice approaches to TAY service development , and other applicable topics for grant success.
