Job Summary

We are seeking an experienced Human Resources Analyst Advanced to lead employee relations cases, providing exceptional customer service and strategic guidance to Division management and employees. This role requires independent judgment, high confidentiality, and the ability to manage complex investigations and conflict resolutions.

Responsibilities
  • Serve as point of contact for employee relations concerns.
  • Conduct thorough employee relations investigations and provide guidance on disciplinary actions, performance management, and conflict resolution.
  • Collaborate with HRA Employee Relations on complex issues.
  • Maintain the Division's tracking system and generate weekly ER action reports.
  • Develop and conduct state-wide training for management and employees on ER guidelines, policies, attendance, discipline process and performance evaluations.
  • Identify trends, develop and implement ER strategies and countermeasures.
  • Develop standard work documents and management tools supporting lean processes.
  • Attend monthly ER meetings with HRA and perform other personnel-related duties as needed.
  • Act on behalf of the Division HR Supervisor in their absence.
Knowledge, Skills & Abilities
  • Federal and state employment laws, statutes, rules and regulations.
  • ADOA and DES rules, policies and procedures related to employment and HR processes.
  • Classification/compensation principles, practices and guidelines.
  • Employee relations investigative interviewing techniques.
  • Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Fair Labor Standards Act (FLSA) and other employment related laws.
  • Operational/programmatic structures and AZ360 screens.
  • Research and interviewing methods and techniques.
Additional Skills
  • Oral and written communication and interpersonal skills.
  • Conflict resolution.
  • Prioritization of conflicting needs.
  • Researching, collecting, analyzing data and reports.
  • Fact‑finding and investigative practice.
  • Developing and implementing improvement initiatives.
  • Proficiency with Microsoft (Excel, Word, Visio, PowerPoint), Adobe, Google Suite, AZ360, Salesforce, etc.
Abilities
  • Apply personnel statutes, rules and regulations to provide accurate advice.
  • Analyze problem situations and determine solutions within legal frameworks.
  • Gather, compile and analyze investigative data.
  • Use persuasive negotiation to resolve employee issues.
  • Remain unbiased, objective, thorough, ethical, discreet and build positive relationships.
  • Create accurate investigative reports and process all actions timely.
  • Maintain a positive work environment.
Preferred Qualifications
  • Bachelor’s degree in human resources or closely related field and at least two years experience as a Senior Human Resources Analyst or equivalent; alternatively, five years progressively responsible HR experience in staffing, employee relations, and classification, with two years additional work experience substituting for the degree.

  • Successful background and reference checks; completion of E‑Verify.
