Position: Placement Supervisor - Human Resource Analyst 2
Location: Elkins Park

Overview

The Bureau of Human Resources (HR), Classification & Staffing Services Division seeks a leader to supervise Human Resource Analysts as part of our placement team. The position operates in a fast‑paced civil service environment, requiring application of numerous laws, regulations, and policies. The incumbent will manage HR staff, place qualified candidates, fill vacancies, and provide placement services within a structured regulatory framework.

DESCRIPTION

OF WORK

As a Human Resource Analyst 2, you will provide supervisory direction, leadership, training, mentoring, and development opportunities to attract, develop, improve, and retain an effective staff complement.

Responsibilities include:

  • Conducting placement functions for central and field office positions.
  • Assisting hiring managers with recruitment options, promotional procedures, and examination requirements.
  • Providing guidance on Merit System Employment Regulations, bargaining unit agreement requirements, Equal Employment Opportunity policies, and agency placement actions.
  • Preparing job postings and reviewing applications in accordance with talent acquisition rules and collective bargaining agreements.
WORK SCHEDULE AND ADDITIONAL INFORMATION
  • Full‑time employment.
  • Work hours:

    7:30 AM – 4:00 PM, Monday – Friday, with a 60‑minute lunch.
  • Telework:
    May work from home up to 4 days per week with a secure, high‑speed internet connection in an approved PA location. Telework eligibility may change; alternative reporting to headquarters in Harrisburg is available.
  • Salary:
    Starting salary may be non‑negotiable in some cases.

QUALIFICATIONS REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
  • One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth or equivalent federal title).
  • Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, with a bachelor’s degree; or an equivalent combination of experience and training.
OTHER REQUIREMENTS
  • Must meet the PA residency requirement.
  • Must be able to perform essential job functions.
LEGAL REQUIREMENTS
  • Must pass a background investigation. A felony conviction within the last ten years of prospective employment is not permitted under section 210(c) of the Pennsylvania Liquor Code; other criminal convictions will be reviewed case‑by‑case.
