Talent Manager, Regulatory Compliance Specialist, Employee Relations

Seeking a role where your attention to detail and decision-making skills influence hiring outcomes across Spectrum? As a Pre-Employment Specialist you will be responsible for making disposition and hiring decisions for Spectrum’s enterprise-wide background check process. This position will support Pre-Employment Analysts with shared mailbox inquiries and manage the completion of required candidate forms and documentation. The Pre-employment Specialist will support Supervisor and Manager with determinations of candidate eligibility for employment in compliance with applicable federal, state and local law as well as Spectrum’s background check policies.
Candidate eligibility will be determined by interpreting data from our third‑party providers for background checks and applying the data analysis against Charter Communications’ guidelines and standards.
- Actively and consistently support all efforts to simplify and enhance the customer experience
- Support pre‑employment programs and processes such as background checks, arrest and MVR screening
- Provide high level of pre‑employment escalation support
- Maintain an excellent working knowledge of relevant laws, regulations and stay abreast of changes
- Collaborate with hiring managers, human resources, corporate security, compliance, legal, safety and risk departments, and outside vendors to ensure compliance on all areas of responsibility
- Assist with requests for supporting documentation for internal/external audit teams
- Assist with requests for documentation and provide support for legal teams
- Review policies, procedures and area controls to ensure compliance knowledge with regulations
- Support system integrations, product development and overall pre‑employment process improvement platforms
- Assist with the development and maintenance of Standard Operating Procedures (SOPs)
- Support partner groups’ training with change management initiatives
- Maintain understanding of vendors’ service level agreements and key performance indicators
- Assist training initiatives for pre‑employment team members
- Support ESC leadership with root cause analysis, process change recommendations and other cross‑functional initiatives
- Maintain knowledge of ESC, team and vendor metrics and recommend process improvement based on metrics results
- Office environment; combination of in office/work from home rotation available
Required Qualifications Education
- Bachelor’s degree in Business Administration, Human Resources or related field; or equivalent previous work experience with prior HR and customer service experience
- 3+ years of HR, recruiting and hiring compliance experience
- Ability to read, write, speak and understand English
- Knowledge of criminal convictions, MVR violations, court dispositions and practices
- Knowledge of pre‑employment screening practices
- Ability to problem‑solve in a high‑volume and fast‑paced environment
- High level of analytical, process and problem resolution skills
- Ability to maintain confidentiality
- Demonstrated knowledge of regulatory and compliance programs
- Ability to interpret technical and legal information, recognize gaps and formulate recommendations
- Demonstrated customer service orientation
- Demonstrated follow‑up skills of outstanding or pending matters
- High degree of attention to detail, analytical and investigative skills
- Demonstrated written and oral communication skills
- Ability to work and make decisions independently
- Ability to effectively interact and collaborate with various levels of the organization
- Experience with developing and implementing solutions to process deficiencies
- Experience with multi‑state shared services organization
- Experience with managing third party vendors
- Project Management
- Proficient in Microsoft Office
- Ability to work a flexible schedule
- 2+ years of pre‑employment compliance experience
