Compensation: $30.00-$36.00/hr and conversion salary of $65,000-$75,000

Location: Roanoke, VA – 5 days in office. Standard hours 8:30-4:30

Duration: 6‑month contract-hire

Position Summary

The HR Associate is responsible for human resources payroll and benefit functions. This position manages payroll changes and vacation and sick time calculations and tracking for the biweekly and monthly payrolls.

Additionally, they are responsible for all benefit enrollments, changes, terminations, and premium billing and submission related to medical, dental, and vision insurance; flexible spending accounts; health savings accounts; life and personal accident insurance; short and long-term disability; and the retirement plan.

The HR Specialist also manages the open enrollment processes; completes, tracks, and processes FMLA and other leave requests; oversees life, disability, and accidental death and dismemberment insurance claims; produces, distributes, and posts required payroll and benefit notices; and manages Affordable Care Act data tracking and reporting.

Essential Functions Payroll
  • Process biweekly payroll changes
  • Process monthly payroll changes
  • Calculate personal, sick, and vacation time for all employees
  • Complete employment verifications
  • Complete W-2 and Affordable Care Act tasks
Benefit Enrollments, Changes, Terminations, Leave Requests, and Claims
  • Process benefit enrollments, changes, and terminations (medical, dental, and vision insurance; flexible spending accounts; health savings accounts; life and personal accident insurance; short and long-term disability; and retirement plan)
  • Manage open enrollment process, including communications and vendor presentations
  • Complete, track, and process FMLA and other leave requests
  • Oversee life, disability, and accidental death and dismemberment insurance claims
  • Manage tuition waiver and tuition exchange benefits and reporting
  • Oversee specific state and local benefits for remote employees
Benefit Premium Billing and Submission
  • Process and submit health and ancillary insurance premiums
  • Submit health savings account employee (each payroll) and employer (quarterly) contributions
  • Submit retirement premiums each payroll
  • Track and submit employee and retiree health insurance premiums
Payroll and Benefit Communications, Reporting, and Testing
  • Produce, distribute, and post required notices for remote workers
  • Produce, distribute, and post required notices for health and ancillary insurance coverages and retirement plan
  • Manage Affordable Care Act data tracking and reporting
  • Review data for ancillary insurance Form 5500s
  • Provide data and reports as needed for health plan and retirement plan audits
  • Conduct flexible spending account plan testing
Other Responsibilities
  • Provide assistance to the Chief Human Resources Officer and Human Resources Administrator as needed
  • Assist with employee onboarding and offboarding
  • Assist with employee wellness program
  • Assist with the Staff Academy
  • Keep abreast of current, applicable issues in higher education, including federal, state, and local employment laws and regulations
  • Keep abreast of HR industry trends, best practices, regulatory changes, and new technologies
  • Perform other duties as assigned
Required Qualifications
  • Bachelor’s degree
  • Minimum of three years of experience in human resources
  • Knowledge of and experience researching, interpreting, and applying federal, state, and local employment laws and organization policies
  • Excellent communication, interpersonal, customer service, detail, accuracy, organizational, multitasking, project management, decision‑making, problem‑solving, investigative/research, and critical thinking skills
  • Proven abilities to meet deadlines, make sound judgments, manage confidential and sensitive matters, work effectively with internal and external constituents and develop collaborative relationships, and work in a highly interruptive environment with fluctuating priorities
  • Understanding of and commitment to working in and fostering an environment of belonging and pluralism
