THE POSITION

The Human Resource Office of the Department of Human Services is looking for a Human Resource Analyst 3 to join our Employee Relations and Workforce Support (ERWS) Division. This position requires an extensive knowledge and understanding of labor relations functions in order to complete a wide range of analytical and advisory functions.

As a Human Resource Analyst 3, you will perform a full range of employee relations functions for the Department of Human Services, an agency with over 14,000 employees who serve Pennsylvania’s most vulnerable citizens. Work involves assisting management in the proper application and administration of the provisions of all contracts and memoranda of understanding, analyzing requests for disciplinary actions, and responding to union grievances.
You will provide guidance and consultation to all levels of management regarding contract interpretation, disciplinary actions, subcontracting and preservation of bargaining unit work issues, meet and discuss obligations, local agreements, the Governor’s Code of Conduct, and all other facets of the employee relations function. You will also be responsible for providing training on employee relations topics, attend Meet and Discuss sessions with the Unions, and review proposed local agreements.

WORK SCHEDULE AND ADDITIONAL INFORMATION- Full-time employment
- Work hours are 9:00 AM to 5:00 PM, Monday – Friday, with a 30‑minute lunch.

You may have the opportunity to work from home part‑time, up to 3 days per week, upon successful completion of the 6‑month probationary period. To telework, you must have a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

- One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration);
- Three years of analytical experience that includes two years of professional human resource experience, and a bachelor’s degree;
- An equivalent combination of experience and training.
