This position is contingent upon Harkcon being awarded the work. We are interviewing and sending contingent offer letters to the most qualified applicants in a number of labor categories.
In this role, you will:
Perform advanced FOIA processing with minimal oversight. Provide subject matter guidance, mentor staff, support quality assurance, and ensure high risk or complex releases are handled with expert accuracy and consistent documentation.
Primary responsibilities:
- Process complex FOIA cases, including sensitive or high visibility matters, with expert level exemption application and redaction accuracy.
- Conduct thorough reviews to identify potential harm and ensure compliant, consistent releases.
- Mentor, train, and guide junior and journeyman staff to correct discrepancies and improve quality.
- Provide technical leadership on FOIA legislation, exemption interpretation, and processing best practices.
- Support quality assurance efforts by reviewing draft packages, identifying trends, and recommending corrective actions.
- Coordinate with the Project Manager on workload distribution, surge needs, and risk mitigation.
- Maintain exemplary case documentation and adherence to VA values and standards of performance.
- Meets or exceeds all Journeyman FOIA Contractor knowledge, skills, and abilities.
- Comprehensive knowledge of FOIA exemptions, request types, timelines, and fee categories.
- Ability to analyze and interpret FOIA requests and determine tasking and search requirements.
- Skilled in conducting or validating searches for responsive records.
- Proficient in using redaction software accurately and documenting exemption decisions.
- Strong written communication skills for drafting responses and summaries.
- 5+ years of professional or analytical experience
- 3+ years of successful FOIA request processing within the last 48 months.
- Expert application of FOIA exemptions and strong familiarity with FOIA guidance and governing interpretations referenced in the solicitation.
- Demonstrated ability to mentor, train, and guide staff and correct processing discrepancies.
- Ability to perform thorough reviews and identify potential harm to ensure accurate and compliant releases.
- Strong analytical and communication skills with emphasis on teamwork and collaboration.
- Bachelor's degree preferred, with FOIA related training preferred. Additional FOIA experience may substitute for formal FOIA training or degree requirements.
- VA Central Office, 811 Vermont Ave, NW Washington, DC 20420 with remote work authorized (subject to gov't discretion)
