Job Description and Duties

The CalSTRS Human Resources Division is seeking a motivated individual to work as an Analyst III on the Executive and Investment Talent Management Team. It is the purpose of Human Resources to support the total operation in meeting its goals through its most valuable resource—its PEOPLE. Human Resources is committed to building a successful and sustainable workforce of engaged employees.

The Executive and Investment Talent Management team serves as a dedicated strategic partner to leadership, providing specialized expertise to support the organization’s most influential executive and investment positions. The team offers consultative services in classification and compensation, talent acquisition and examinations to recruit and retain a highly skilled workforce.

Under the general direction of the Supervisor I, the Analyst III serves as the Executive and Investment Talent Management Specialist. The incumbent independently performs the most complex analytical duties in personnel management, including classification allocations, compensation, recruitment, and outreach for executive and investment positions. The Analyst III advises leadership at all levels on civil service laws, rules, and policies to support comprehensive staffing strategies.

The Ideal Candidate Will Possess The Following Skills
  • Experience creating duty statements, evaluating minimum qualifications, preparing and analyzing the most difficult requests for personnel action
  • Experience formulating recommendations to properly classify positions and advise on organizational structure changes
  • Knowledge of State personnel laws, rules and policies
  • Experience explaining complex topics to varying levels of leadership and strong presentation skills
  • Experience using online platforms such as Linked In and Indeed
  • Quick learner with the ability to independently perform tasks and use resources

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.

In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.

Working Conditions

CalSTRS offers a hybrid approach including in-office and remote work solutions based on business needs.

All staff of CalSTRS are employees of the State of California and subject to California employment taxes and with holdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment with CalSTRS.
