The Opportunity (Position Overview)
The HR & Payroll Manager will serve as the primary HR leader for ECF, responsible for building, managing, and continuously improving all aspects of human resources and payroll. This is a high-impact, foundational role that blends strategic leadership with hands-on execution across the full employee lifecycle-from recruiting and onboarding to payroll, compliance, and employee relations.
Based in our Allentown, PA home office, this is an in-person leadership position at the center of ECF's organization. You will partner closely with executive leadership while supporting employees across both corporate and field teams, helping to build the structure, systems, and processes needed to scale effectively.

Key Responsibilities
Human Resources & Employee Lifecycle
- Serve as the primary HR point of contact for all employees (corporate and field)
- Manage onboarding, offboarding, employee records, and HR policies
- Lead employee relations, performance management, and disciplinary processes
- Maintain and update the employee handbook and HR procedures
- Design and manage structured onboarding programs for all employee types
- Ensure a seamless and compliant new hire experience
- Oversee employee separations, exit interviews, and final pay compliance
- Partner with recruiting to support full-cycle hiring
- Develop job descriptions and manage offer processes
- Support workforce planning and recruiting metrics tracking
- Administer compensation programs and benefits offerings
- Manage and oversee payroll processing and ensure accuracy and timeliness
- Partner with finance on payroll accounting and reporting
- Own weekly supplemental payroll data compilation and submission processes
- Manage wage garnishments, unemployment claims, and payroll deductions
- Oversee employee expense reimbursement processes
- Additional HR, payroll, and administrative duties and functions as assigned
- Ensure compliance with federal, state, and local employment laws
- Manage I-9/E-Verify processes and audit readiness
- Support workers' compensation and unemployment claims
- Maintain multi-state compliance tracking
- Act as a strategic advisor to leadership on workforce and organizational matters
- Build scalable HR systems, processes, and reporting
- Drive continuous improvement across HR and payroll
Required
- Bachelor's degree in HR, Business, or related field (or equivalent experience)
- 5+ years of progressive HR experience, including leadership responsibility
- Multi-state HR compliance experience
- Strong knowledge of employment laws (FLSA, FMLA, ADA, EEO, OSHA)
- Experience with payroll systems, benefits management systems, and HRIS platforms (ADP Workforce Now and Employee Navigator strongly preferred)
- Experience managing wage garnishments and unemployment claims
- Strong communication skills and ability to handle confidential matters
- Highly organized, self-directed, and able to build structure in a growing environment
- Bilingual proficiency in English and Spanish (spoken and written) is required
- This is an in-office role based in Allentown, PA, with occasional travel to field locations.
- HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP)
- Experience in facilities services, construction, or field-based workforce environments
- Experience building HR programs in a scaling organization
