This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
SummaryThe Executive Office of Technology Services and Security (EOTSS) is seeking a contract Technical Recruiter. This role involves supporting the identification, engagement, and hiring of technology professionals across the Commonwealth's enterprise IT organization.
Work schedule:
Monday through Friday, 9:00 AM to 5:00 PM EST. All offers are conditional and subject to passing a Massachusetts Criminal (CORI) check and security clearance.
- Independently manage a requisition load of full-time and contract openings across a range of technical disciplines.
- Conduct intake conversations with hiring managers to define job requirements and guide stakeholders through the recruitment process.
- Develop and execute sourcing strategies through multiple channels including Linked In Recruiter and job boards.
- Review technical job requirements and collaborate with hiring managers to refine job descriptions.
- Proactively identify and engage passive candidates through direct outreach and networking.
- Screen resumes and conduct phone interviews to evaluate candidate qualifications.
- Present qualified candidates and provide hiring managers with insights and recommendations.
- Serve as the primary point of contact for candidates and hiring managers throughout the recruitment process.
- Coordinate interview scheduling and candidate feedback collection.
- Maintain accurate documentation of recruitment activity within applicant tracking systems.
- Represent the organization at career fairs and industry events to build talent pipelines.
- Provide updates to hiring managers regarding recruitment progress and challenges.
- Partner with HR to ensure compliance with hiring policies and public sector recruitment guidelines.
- Contribute to efforts to improve recruitment processes and candidate experience.
- Support workforce planning initiatives by identifying talent trends and skill gaps.
- One (1) to three (3) plus years of full-cycle recruitment experience, preferably in technical roles.
- Familiarity with sourcing technical talent including software developers and IT infrastructure specialists.
- Ability to prioritize and meet deadlines while managing multiple requisitions.
- Strong relationship-building skills to engage stakeholders effectively.
- Proven stakeholder management abilities and excellent communication skills.
- Strong attention to detail and organizational skills.
- Ability to maintain confidentiality and exercise sound judgment.
- Proven problem-solving abilities and customer service orientation.
