Position: People Operations Advisor – Policy Development Lead (FTA 12m), GOVERNMENT INTERNAL AUDIT AGENCY

About GIAA

GIAA is an executive agency of His Majesty’s Treasury and is the majority delivery agent of internal audit services to government departments and their Arms’ Length Bodies. We work with c.140 clients on a recurring basis including 15 of the 17 main government departments. The Agency also provides a range of allied client services including counter fraud, investigations, applied data analytics and advisory work.

We lead the wider government internal audit function across government and provide professional support and guidance to all internal audit practitioners across government whether they work for the Agency, in in‑house teams, or deliver via outsourced arrangements with the private sector. About

The Role
  • Lead the end‑to‑end development, review and maintenance of HR policy products, including research, design, benchmarking, implementation and evaluation.
  • Ensure all policy products are inclusive, fit for purpose, compliant with legislation, and aligned with organisational priorities and best practice.
  • Maintain and manage a structured HR policy review schedule, ensuring policies remain up to date, relevant and effective.
  • Support the development of associated frameworks, including employee relations policies, guidance, templates and supporting documentation.
  • Support the development of standard operating procedures (SOPs), toolkits and template documentation to enable consistent application of policy across the Agency.
  • Provide input into wider People and Culture initiatives, including contributing to learning materials to strengthen manager capability.
  • Use data, insight and feedback to evaluate policy effectiveness and identify areas for improvement.
  • Work collaboratively with colleagues across the People Team and wider organisation to support effective policy development and implementation.
  • Engage with stakeholders to ensure policies are understood, accessible and meet business needs.
  • Work flexibly with peers to support wider team priorities and respond to changing organisational demands.
  • Maintain awareness of HR practice, employment legislation and organisational context to inform policy development.
  • Comply with organisational systems, processes and information security requirements, ensuring sensitive data is handled appropriately.
  • Contribute positively to a professional, collaborative and high‑performing team environment.
About You
  • Recent experience in developing and implementing HR policies, products/toolkits, or a strong HR generalist background with experience of advising on and applying HR policies and procedures.
  • Experience of designing and delivering user‑friendly HR products, guidance or toolkits that support effective people management and improve employee experience.
  • Experience of researching and applying best practice using external sources and professional networks, with the ability to interpret and apply employment law and legislative changes in a practical way.
  • Experience of interpreting legislation centrally issued guidance and organisational policy requirements, and translating these into clear, accessible documentation.
  • Experience of managing multiple work streams or competing priorities, delivering high‑quality outputs to agreed timescales.
  • Experience of maintaining governance arrangements for policies or procedures, including version control and scheduled review cycles.

Hybrid Working is available to GIAA colleagues. This means a combination of office working and working from home. This includes time spent in our GIAA office locations and can also include any time spent attending our customers' sites.

GIAA colleagues are expected to work in an office location for three days a week on average (60%). Naturally, this expectation will be applied on a pro‑rate basis for people who have a part‑time or compressed hours working pattern.
