HR Generalist / Talent Management, Regulatory Compliance Specialist
The Human Resource Analyst 3 role with the Office of Administration offers a chance to support important employee relations work across the Commonwealth. This position serves as a professional staff member in the Labor Relations Division of the Department of Corrections;
Human Resource Office and is responsible for employee relations duties, providing technical assistance, advice and strategies to Central Office Executive Staff, Institutional Superintendents, and Field Human Resource Officers. This position plays an important role in supporting employee relations activities within the Department of Corrections by offering guidance, analysis, and direction on complex workplace matters. As a Human Resource Analyst 3, you will perform the following duties:
- Consultation Support: Provide guidance to managers on contract interpretation, disciplinary actions, and employee relations concerns
- Grievance Review: Investigate and analyze grievances, prepare responses, and participate in related hearings
- Discipline Oversight: Evaluate disciplinary requests for consistency and ensure cases are defensible through established procedures
- Investigation Assistance: Review and conduct investigations to ensure adequate evidence and recommend steps to strengthen findings
- Training Delivery: Develop and present training programs related to employee relations and collective bargaining updates
- Labor Meetings: Participate in labor management and meet and discuss sessions and prepare follow up responses
- Full‑time employment
- Work hours are 8:00 AM to 4:00 PM, Monday – Friday, with 30‑minute lunch.
- Telework: You may have the opportunity to work from home (telework) part‑time; up to three days per week. In order to telework, you must have a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Mechanicsburg, PA. The ability to telework is subject to change at any time.

Minimum Experience and Training Requirements:
- One year as a Human Resource Analyst (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Three years of analytical experience that includes two years of professional human resource experience, and a bachelor’s degree; or
- An equivalent combination of experience and training.
Other Requirements:

- You must be able to perform essential job functions.

- You must pass a background investigation and meet Criminal Justice Information Services (CJIS) compliance requirements.
