Human Resource Analyst 3

The Department of Environmental Protection is looking for a highly motivated and organized individual. We are seeking a Human Resource Analyst 3 to join the Employee Relations and Workforce Support Division. If you have experience with labor relations, we want to talk to you!

This position provides analytical guidance and support in employee relations by helping managers understand policies, address workplace concerns, and apply contract requirements. You will have the opportunity to strengthen workforce practices across the agency through research, collaboration, and advisory work. As a Human Resource Analyst 3, you will perform the following duties:

  • Grievance Support: Investigate workplace concerns and assist in responding to discipline and contract interpretation grievances
  • Contract Guidance: Explain labor contract requirements and help managers apply policies correctly
  • Investigation Assistance: Conduct research and gather information for matters involving conduct, ethics, or workplace rules
  • Hearing Coordination: Support preparation for Civil Service and Labor Board hearings and assist with presenting management's position
  • Committee Coordination: Organize labor management meetings and help communicate outcomes and expectations
  • Grievance Representation and Committee Participation: Represent Management at first-step, second-step Joint Area Committee, and third-step State Committee for AGP grievances, and serve as a panel member at Joint Area and State Committee meetings.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

  • Salary: In some cases, the starting salary may be non-negotiable.

Minimum Experience and Training Requirements:

  • One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of analytical experience that includes two years of professional human resource experience, and a bachelor's degree; or
  • An equivalent combination of experience and training.
