The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealth’s Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees.

About the RoleEOTSS is seeking to hire a contract Technical Recruiter to support the identification, engagement, and hiring of highly qualified technology professionals across the Commonwealth’s enterprise IT organization. This role will partner closely with hiring managers and internal stakeholders to manage the full recruitment lifecycle for both full-time and contract-based technology roles. The technical recruiter will play a key role in building strong candidate pipelines, sourcing specialized technical talent, and ensuring a smooth and efficient recruitment process.
This individual will serve as a trusted partner to managers, helping to define role requirements, develop sourcing strategies, and guide stakeholders through the hiring process. This position requires strong organizational skills, proactive communication, and the ability to manage multiple requisitions simultaneously while maintaining a high level of candidate experience and stakeholder engagement.
This is a full-time contract-based employment opportunity. The primary work location for this role is One Ashburton Place, Boston, Massachusetts 02108. The work schedule for this position is Monday through Friday, 9:00 AM to 5:00 PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
All offers of employment into this position are conditional and subject to passing: a Massachusetts Criminal Background Check (CORI); a security clearance (fingerprinting) consistent with IRS and/or public safety requirements; and security training.
Position Responsibilities- Independently manage a requisition load of full-time and contract openings across a range of technical disciplines.
- Conduct intake conversations with hiring managers to define job requirements, core competencies, and desired candidate profiles, while guiding stakeholders through the full-cycle recruitment process.
- Develop and execute sourcing strategies to identify qualified candidates through multiple channels including Linked In Recruiter, job boards, professional networks, and recruiting events.
- Review and understand technical job requirements and collaborate with hiring managers to refine job descriptions for clarity, accessibility, and search engine optimization.
- Proactively identify and engage passive candidates through direct outreach and networking.
- Screen resumes and conduct phone interviews to evaluate candidate qualifications, experience, and alignment with role requirements.
- Present qualified candidates and provide hiring managers with insights and recommendations to support hiring decisions.
- Serve as the primary point of contact for candidates and hiring managers throughout the recruitment process, ensuring timely communication and a positive candidate experience.
- Coordinate and facilitate interview scheduling and candidate feedback collection to support efficient hiring timelines.
- Maintain accurate documentation of recruitment activity and candidate status within applicant tracking systems and internal reporting tools.
- Represent the organization at career fairs, industry events, and networking functions to build talent pipelines, promote employer brand, and engage with prospective candidates.
- Provide updates to hiring managers and internal stakeholders regarding recruitment progress, challenges, and candidate pipeline status.
- Partner with HR and internal teams to ensure compliance with applicable hiring policies, procedures, and public sector recruitment guidelines.
- Contribute to ongoing efforts to improve recruitment processes, candidate experience, and sourcing strategies across EOTSS.
- Support workforce planning initiatives by identifying talent trends, skill gaps, and opportunities to strengthen recruitment pipelines for critical technical roles.
