Missions

The career management section is responsible for the career management of approximately 500 permanent agents for ATE perimeter agents (prefecture, SGCD, DDT, and DDETSPP) from 5 ministries. As the head of the career management section, you will lead and supervise a team of 5 managers (2B and 3C). Your main duties will include:

1/ Leading the section:

• Supervising a team of 5 managers (2B and 3C)
• Implementing a quality approach: ATE label
• Organizing various HR campaigns: CET, professional interviews, promotions for the 5 ministries under the service's responsibility
• Updating procedures and operating methods
• Securing processes through internal controls
• Continuous training of teams
• Monitoring the functional mailboxes of the section

2/ Managing HR data:

• Ensuring the reliability of HR data (data control and data quality maintenance)
• Producing HR data and service activity dashboards
• Random checks as part of internal financial control, in collaboration with the deputy head of service
• Responding to regional and national surveys
• Contributing to the development of unique ministerial and local social reports

3/ Legal monitoring:

• Monitoring the evolution of HR regulations and their proper application
• Following up on disciplinary files
• Participating in the organization of professional elections

4/ Communication:

• Updating the SGCD intranet, in collaboration with the deputy head of service
• Distributing HR information to agents

You will work closely with the other section heads, the head of service, and her deputy.

Your professional environment:
The common departmental general secretariat (SGCD) is responsible for providing support functions for the prefecture and the two interministerial departmental directorates. The SGCD consists of 5 services: human resources, real estate and technical resources, budget, IT, and user relations. The human resources service is composed of three sections: the "recruitment and remuneration" section, the "career management" section, and the "social action, training, and consultation bodies" section.

The career head position requires great discretion and strict respect for the confidentiality of the information handled. It also requires strong organizational, rigorous, and anticipatory skills, as well as an excellent sense of communication to ensure effective coordination with various stakeholders.

The position is subject to a working time of 38.5 hours per week, entitling to 27 annual leave days and 18 days of overtime compensation. Remote work may be considered, subject to the agreement of the head of the human resources service (SRH).

The expected duration on the position is a minimum of 3 years.

Position open to permanent and contract staff in accordance with Title III of Book III of the General Public Service Code, particularly Article L332.2(2°).
