RequirementsTwo years’ experience in Human Resources and an associate’s degree from college or technical school is required. A Human Resources specialization is preferred. High School diploma is required. Employees must complete two Human Resources specialization training courses within the first six months of employment and be trained in Recipient Rights, including MDHHS-ORR Training Basic I and II, within 90 days of hire.

Job SummaryAssist both the Recipient Rights and Human Resources departments with tracking and file upkeep by performing the following duties:
Essential Duties and Responsibilities- Responsible for the recruitment process, posting jobs, sharing new hires, advertising vacancies, recruitment flyers, scheduling interviews, creating packets, testing, and scanning/upkeep of recruitment files.
- Track and upkeep open positions (manning table and vacancies/staffed).
- Inform departments of staffing changes.
- Initiate the onboarding process for all CMH new hires and assist CE staff with onboarding. This includes creating new hire schedules, sending onboarding links, and issuing pay cards as necessary.
- Track and enroll staff into local job fairs and attend job fairs as assigned.
- Research and keep the HR Department current on job boards for advertising positions.
- Coordinate monthly birthday luncheons, track attendees, send invites, set up, and prepare meals.
- Send staff anniversary notifications to IT and order Service Year Awards for staff quarterly, following up on orders. Coordinate annual new hire and service year awards.
- Send out various offering cards on behalf of CMH (thank‑you, sympathy, etc.).
- Track and input performance evaluations.
- Scan files.
- Attend Wellness Committee meetings, take minutes, prepare agendas, book meeting rooms, and create requested flyers.
- Create reports from HRIS software and distribute as requested. Maintain and distribute the CMH State HR email distribution list.
- Provide backup to the HR Assistant.
- Assist the Recipient Rights office with filing, mailings, and copies.
- Review incident reports for the Recipient Rights office, including scanning of incidents for out‑of‑county placements.
- Complete investigations for Recipient Rights while the officer is on vacation or as assigned by the Recipient Rights Officer. Investigate staff working at contract locations as required.
- Conduct abuse and neglect investigations of other staff members as needed.
- Complete internal audits on Recipient Rights investigations as requested.
- Attend the annual state Recipient Rights training.
- Attend RROAM meetings as assigned.
- Teach the Recipient Rights New Hire and Refresher training as assigned.
- Maintain training materials and handouts.
- Complete annual home/contract Agency assessments as assigned.
- Complete annual hospital assessments.
- Track home/contract agency assessments and hospital assessments to ensure all contract agencies are assessed at least annually.
- Track the Recipient Rights New Hire and Refresher trainings for contract and CMH staff to ensure all staff are trained within the Mental Health Code guidelines.
- Provide coverage for the RRO as necessary.
- Other duties and special projects may be assigned.
