Position OverviewSenior Human Resources Business Partner (Human Resource Analyst3) – Multiple vacancies.
Office of Human Resources, Employee and Labor Relations team.
Responsibilities- Collaborate with union stewards, representatives, managers, and employees to address workplace issues, identify shared interests, and negotiate resolutions.
- Partner with labor and management to prevent or resolve disagreements related to contract interpretation and other workplace matters.
- Provide consultation and technical guidance to managers on interpreting and applying collective bargaining agreements, policies, and procedures.
- Work with HR team members to support a healthy and effective HR community.
- Advise and coach managers to strengthen leadership skills, address workforce challenges, and improve team effectiveness.
- Consult with employees and managers on professional development, workplace concerns, and broader organizational and people‐related issues.
- Conduct workplace investigations, gather and analyze evidence, interview witnesses, collaborate with HR leadership, recommend discipline when appropriate, and prepare comprehensive reports.
- Educate and guide managers on performance management best practices.
- Analyze management and compensation concepts for potential inclusion in bargaining proposals.
- Research and analyze changes to laws, rules, policies, collective bargaining agreements, and past practices; update agency policies and inform management of necessary revisions.
- Assist managers with achieving reasonable accommodations in accordance with the ADA.
- Coordinate with the Department of Risk Management or the Department of Justice on records requests and participate in arbitration, ERB hearings, or court proceedings as needed.
- Bachelor’s degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, Applied Behavioral Sciences, Industrial Relations, or a similarly relevant field and three (3) years of Human Resource professional‑level experience related to the position.
- OR valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and four (4) years Human Resource professional‑level experience related to the position.
- OR six (6) years Human Resource experience related to the position; four (4) of the six (6) years must have been at the professional level.
- Master’s degree may substitute for one (1) year of professional‑level experience.
- The State Certified Human Resources Professional (SCHRP) certification substitutes for six (6) months of human resource professional‑level experience.
- Valid certification as a SHRM Certified Professional substitutes for one (1) year of professional‑level experience.
- Valid certification as a PSHRA‑CP substitutes for one (1) year of professional human resources experience.
- Experience interpreting and applying collective bargaining agreements, policies, and procedures across a wide range of workplace situations.
- Experience conducting workplace investigations involving employment matters, including discrimination and harassment complaints.
- Experience gathering and analyzing information, developing solutions to workforce issues, and communicating complex concepts through clear verbal and written communication.
- Experience coaching and consulting on human resource topics such as employee discipline, development, and conflict resolution.
- Experience and commitment to Diversity, Equity, and Inclusion practices, including ongoing professional and personal development to support cultural competency.
- Experience navigating ADA requirements and facilitating the interactive process.
- Experience developing and delivering training sessions on a variety of HR topics.
