Graduation from an accredited college or university with a bachelor's degree.

Substitution of Experience for

Education:

Qualifying full-time professional or paraprofessional human resources experience may be substituted for the required education on a year-for-year basis to a maximum of four years.

Overview

The Pension and Benefits Human Resources (HR) Generalist 1 supports the statewide implementation of employee retirement, leave programs, and benefits within the Tennessee Department of Transportation (TDOT). This position assists with ensuring the consistent, accurate, and compliant delivery of retirement, leave programs, and benefit services in accordance with federal and state regulations, Department of Human Resources (DOHR) policies, and TDOT objectives.

The HR Generalist 1 collaborates with leadership, employees, and HR section staff using frameworks, resources, and tools to deliver proactive, responsive, well-informed support related to retirement, leave programs, benefits inquiries, program navigation, and policy interpretation. This position contributes to enterprise efforts by providing technical expertise, coordinating activities, and ensuring the effective communication and implementation of programs that strengthen service delivery, ensure transparency, and promote long-term employee well-being.

The HR Generalist 1 administrates and maintains Pension and Benefits policies, procedures, processes, and performance measures that promote effective administration, equitable access, and comprehensive governance of retirement, leave programs, and benefits across the organization. The HR Generalist 1 collaborates with the DOHR, TDOT leadership, HR Sections, pension and benefit providers, and employees to ensure understanding, awareness, and utilization of frameworks and resources.

This position reports to the People Systems and Program Operations Manager.

Responsibilities
  • Support the administration of Pension and Benefits Program frameworks by coordinating strategies, procedures, governance structures, resources, and service delivery tools that promote employee well-being, regulatory compliance, and operational consistency.
  • Support compliance of Pension and Benefits Strategic Plans and roadmaps that reflect goals, performance metrics, milestones, activities, and required resources. Execute action plans that support strategic implementation while aligning retirement, leave programs, and benefits initiatives with HR
    ¿ s priorities in People and Talent Development, People Systems and Program Operations, Employee Engagement, and Strategy and Management. Promote a culture of employee well-being and high-quality service that builds trust, empowers informed benefits decisions, and contributes to the overall stability and effectiveness of the organization.
  • Administer and support the Department
    ¿ s Pension and Benefits Programs, including but not limited to evaluating employee eligibility and completing certification documentation for retirement, leave programs, insurance, leave, and other benefit options. Collaborate with HR leadership, DOHR, and internal stakeholders to ensure consistent interpretation, delivery, and communication of retirement, leave programs, and benefits services.
