Payroll Generalist 1
Salaried Position, No Overtime (Overtime Exempt Position)
Essential Functions of the Job:
Reports directly to the Assistant Director of Payroll of the WV Parkways Authority. Provides operational support and assistance in the day-to-day administration of human resources functions, with a primary focus on payroll processing, timekeeping, compliance, deductions management, leave accruals, employee payouts, and record processing.
Specific responsibilities include but are not limited to:
- Assisting the Assistant Director in support for payroll processing (biweekly cycles, corrections, deductions, special payouts for terminations/resignations/retirements, and federal/state tax levies), time and attendance management, leave accruals/adjustments, and step raises.
- Provide assistance on payroll matters such as timekeeping issues, deduction inquiries, compliance with applicable laws, rules, and policies (under the Assistant Director's direction), while gaining experience in administering payroll-related processes.
- Supporting the processing of garnishments, child support payments, and documentation for payroll actions, including collaboration on system configurations, testing, and upgrades.
- Assisting in the review and preparation of payroll-related documentation and correspondence, as well as handling workers' compensation buybacks under the Assistant Director's guidance.
- Completing employer CPRB certifications in the Compass Retirement system.
- Learning how to create and modify positions to enter new hire transactions and process salary adjustment transactions as well in Oasis HRM.
- Performing other duties as assigned by the Assistant Director of Payroll.
Skills/Abilities
- Knowledge of human resources practices, state and federal employment laws, and Parkways Authority policies and procedures.
- Knowledge of principles of public administration, payroll management, and compliance strategies.
- Knowledge of wvOASIS payroll systems, UKG timekeeping systems, and related programs (e.g., Advantage HRM)
- Skill in providing technical guidance, resolving routine payroll issues, and ensuring accuracy in operations of 400+ employees.
- Ability to communicate effectively, both orally and in writing, with strong interpersonal skills for building relationships with employees, supervisors, and external contacts.
- Ability to maintain confidentiality, exercise sound judgment, and manage sensitive matters (e.g., deductions, garnishments).
- Ability to establish and maintain effective working relationships with employees, supervisors, and external contacts.
- Proven organizational skills, attention to detail, and ability to collaborate across departments.
- Proficient with Microsoft Office Suite (Word, Excel, Access, Outlook, PowerPoint), and HR/payroll-related systems
- Must be a self-starter capable of working under minimal direct supervision on assigned tasks, with strong leadership potential.

Work Schedule:
Compensation based on 40-hour workweek and needs of the Assistant Director. Hours and days are flexible to meet administrative/operational needs.
Place of Duty:
Perform duties within areas of responsibility wherever required, at any location within the Parkways organization. Home office is based in Charleston.
Minimum Qualifications- High school diploma or GED required. College degree preferred.
- Minimum of five (5) years of experience, preferably in West Virginia state government or public sector.
- Extensive hands-on experience with wvOASIS, UKG/Kronos, Advantage HRM, or comparable integrated HR/payroll and timekeeping systems.
- Demonstrated experience in payroll system implementation, configuration testing, data conversion, and major transitions (e.g., wvOASIS project).
- Proven expertise in federal and state compliance, including ACA guidelines, tax reporting, and employee payout processes. Substitution:
